Evaluation Of Completion Degree Of Target Management Of University Infrastructure Projects Under Epidemic Prevention And Control And Countermeasure Research

The report of the 20 th National Congress of the Communist Party of China makes a special chapter on the development of education and training of talents.Therefore,in the future,the country will further increase the investment in the field of education,and the university infrastructure projects will also show the characteristics of large number,large investment,high quality,high attention,fine management and so on.Especially after the occurrence of force majeure public health emergencies such as the novel coronavirus(COVID-19)epidemic,while doing a good job in epidemic prevention and control,it is also necessary to orderly promote the construction of infrastructure projects to achieve the established project goals,which poses challenges to the infrastructure work of universities.From the perspective of university infrastructure management personnel,this paper analyzes the problems encountered in the target management of construction period,investment,security,contract and other aspects of university infrastructure projects under the influence of epidemic prevention and control work,and evaluates the completion of actual cases in the project target management,so as to provide reference for the management of university infrastructure projects in the disposal of emergencies.In this paper,a fuzzy comprehensive evaluation combination model based on AHP was constructed to evaluate the completion degree of target management of infrastructure projects under the influence of epidemic prevention and control,and the main contents of target management were determined by literature analysis combined with actual cases.Through the expert consultation method,the key points of epidemic prevention and control affecting target management were analyzed as construction period target management,investment target management,safety target management and contract target management,and the main influencing factors of each key point were sorted out.Finally,a questionnaire survey was conducted to evaluate and score the verification examples combined with the above model,analyze the evaluation results and reasons,and propose countermeasures.In this paper,the theory and practical experience are organically combined,and the combination evaluation model is proposed to analyze the completion of target management of state-owned investment projects by the managers of administrative institutions under the influence of public emergencies such as the epidemic,and sort out the influencing factors that need to be controlled,which has reference significance for the management of similar situations in the future.
