In recent years, the country took seriously more and more to the higher education, and increased year by year to institutions of higher learning's investment. University develops scale also expanded gradually. The management of the university capital construction projects and has many characteristics, new features and development trend, mainly reflects in:scale tends to large-scale development, using function diversity, more new material and new technique, paying more attention to university of material culture and environment's educating function, putting more emphasis on the construction project of sustainable development, etc.However, due to historical reasons, the university management level of large-scale infrastructure projects is relatively low, the construction of the new situation is complicated environment and a higher level of social governance requirements, the building usually can not achieve goals.This paper will combine target management principle and integrated management thoughts, and further discussed college major infrastructure projects target integrated management of relevant problems, try to provide some suggestions and references for the large-scale capitdl construction projects management of the university and good implementations ot the objectives. Contains the contents of the paper are:(1) First, under the present situation of our universities from the capital management characteristics and new problems, through the introduction of the domestic and international goal integrated management theory research and progress, and put forward the major infrastructure projects construction in universities in applying the theory of management target integrated thoughts and methods.(2) The target management is the key of project management, and persist throughout the whole process of project implementation.
