Abstract/Summary:
Under the background of continuous improvement of the institutional mechanism of government purchase services,the relationship between local governments and social work organizations has become increasingly close.A good government-society relationship not only helps to enhance the effectiveness of local government governance,but also facilitates the effective implementation of professional social work services,thus realizing the theoretical and policy presupposition that the advantages of government and society are complementary.However,in practice,it is not uncommon for distorted government-society relations to lead to alienation of social work service projects,which has become one of the obstacles affecting the development and operation of social work organizations.Therefore,it is necessary to examine the projects and cases with good government-society relationship and significant service effectiveness to provide useful experiences for constructing government-society cooperation relationship.The study takes the Z street social work station service project as an example,and combines Najam’s “4C” relationship model with the section structure perspective,considering the "government" as a section system including the civil affairs bureau,street office and community.The question of how and why the cooperative relationship between social work agencies and multi-level governments is formed is analyzed,and the effective mechanism for establishing the cooperative relationship between the government and the community is analyzed.Behind the formation of cooperative relationship between social work agencies and multi-level government is the existence of the same objectives and the fit of strategic preferences between both parties.The partnership between social work agencies and the government in the service purchase project is not government-society cooperation in the abstract sense,but includes the concrete practice of three kinds of relationships between the agency and the service purchaser,the civil affairs bureau,the intermediary street,and the local community,and includes multiple interactions between social work agencies and the government section system.The cooperation relationship requires a common goal,which is not unique in practice,and the agency forms multi-level cooperation goals with the government in a way of "seeking common ground while reserving differences".Third,the service goals of social work agencies and communities converge,and the two form a synergy in realizing community autonomy.On the basis of consistent goals,the formation of cooperative relationship also requires compatible strategic preferences of interacting subjects,and social work agencies and multi-level governments can "share the same voice" in terms of strategic preferences.Among them,the Civil Affairs Bureau and social work agencies focus on procedures and norms,the former follows the law and regulations,the latter emphasizes legal and compliance operation;as for the streets and social work agencies,the former emphasizes result orientation,the latter emphasizes service effectiveness orientation;the community and social work agencies also reach a certain degree of fit in terms of preferences for leveraging power and integrating resources.The interaction process of government-society cooperation is also a process of reaching consensus goals and adjusting adaptation strategy preferences between social work agencies and multi-level governments.In terms of building a long-term and stable government-society cooperation relationship,efforts should be made at the same time at the level of governmental structure and localized development of social work.
