Research On The Organizational Model Of Government Purchasing Service In Judicial Social Work

The Chinese government is in a critical period of transition from management to service.On the basis of national conditions,it puts forward the requirements for continuous innovation in the means of modern governance.The government's purchase of social work services is an innovation that reform the government's public service management and operation model in order to meet the increasingly diversified public needs.In recent years,the special social work has developed rapidly.Due to the influence of the western restorative judicial reform movement,China's criminal justice concept has begun to change from punitive to restorative.Therefore,social work has been widely used in judicial correction through the government's purchase of services field.Nowadays,in the practice of government purchase services in Guangzhou and Foshan,the resident model which purchase social workers' posts directly and the central model which purchase social worker services exist.Regardless of the practice or academic circles,the question about what and how to purchase services has not been clearly defined and is still in the stage of research and exploration.Therefore,this study proposes that the government purchase service should adopt the central model or the resident model research problem.Basically,we adopt the interview and the participation observation method to collect data.From the comparison of the characteristics and advantages and disadvantages of the two organizational models,we analyze the influence of the government purchasing service.The factors of choice finally provide practical measures and optimization suggestions for the development of government procurement services in the special field of judicial social work.In the government procurement service system,from the purchase and use of services to the formal implementation of a series of processes,local government departments,judicial bureaus and judicial offices,social work organizations and community prisoners have different intentions of action,and gradually formed two modes of center and residence.By comparison,it is found that the two models have the same characteristics in terms of staffing and purchasing methods,but they have different characteristics in the work team,working style and resource operation mode.After further combing the similarities and differences between the two models,it is found that in the process of government purchasing services in the specific judicial social work field,there is the influence of group size,leader's cognition,management mode,financial mode,and indicator evaluation system.Five factors influence the choice of purchase behavior and specific practical results.In addition,in the three stages of judicial social service before and after the event,the advantages and disadvantages of themode selection are further analyzed,especially in the two aspects of service standardization,service professionalism,service synergy,service autonomy,service effectiveness and service targeting.Finally,the Judicial Bureau,the judicial office,and the social work organization should further optimize the application of these two modes from the three aspects of perfecting the special support for supervision and training,improving the management mode of government procurement services,and fiscal control.
