| As socialism with Chinese characteristics has entered a new era,people are facing more unpredictable risks and challenges,and social governance problems have become prominent.At the same time,people also have a higher yearning for a better life,to make up for the lack of grassroots governance in China,the government and social organizations to participate in social governance become an urgent requirement,but the traditional government purchase services relations in urgent need of innovation,to improve the work sharing of social governance system,improve social governance efficiency,explore the new relationship between the government and social organizations is urgent.The paper extracts three key concepts from Salamon’s third-party governance theory(government-non-profit sector partnership theory),namely,right sharing and responsibility sharing are consistent with the goal,and develops corresponding indicators to use the three dimensions of rights,responsibility and purpose to determine the attributes of political and social relations.Using the single case tracking method,and the interaction mode between E institutions and government departments in different periods is taken as the case support,and found that the relationship between E institutions and government has two stages,respectively,the attachment relationship stage and the partnership stage.The paper expounds the different formation background of attachment relationship and partnership relationship from the two aspects of the legal rights of social organizations and the acquisition of social organization resources,and explains the interactive performance and characteristics of different political and social relations in observation,so as to explore the influence of different political and social relations on different subjects.Political relationship transformation in the study found the influence of two key factors,respectively for competition mechanism and capacity construction,but the two factors on the influence of the relationship presents the characteristics of the chain,based on the competition mechanism change environment,social organizations to make the marketization of ability construction strategy,eventually due to the change of the relationship of action.At the same time,the competition mechanism also promotes the equal status of social organizations and the government,squeezing the traditional trust mechanism,and capacity building has turned the one-way dependence relationship to the pattern of two-way dependence.So in the new background of partnership formation,what development strategies should social work agencies adopt? This paper believes that social work agencies should overcome substitutability in their core areas,maintain equal status with self-management,and ensure independent operation with the diversity of resource channels.Give full play to the social governance capacity of social organizations,and finally achieve the great goal of improving the social governance system,and improving the social governance system of joint contribution,joint governance and shared benefits,and improving the effectiveness of social governance. |
