A Study On The Operational Mechanism Of The Integration Of Industry And Education In Local Undergraduate Universities

With the accelerated transformation of the mode of economic development and the deep adjustment of industrial structure,the scale and quality demand of society for talents have undergone fundamental changes.The Ministry of Education and other departments actively guide local undergraduate universities to transform and develop into application-oriented,promote the deep integration of industry and education and enhance the ability to serve regional economic and social development,which has become the basic path choice for local universities to build high-level application-oriented universities.The General Office of the State Council "Several Opinions on Deepening the Integration of Industry and Education" puts forward systematic policy requirements for promoting the integration of higher education into the national innovation system and the construction of new urbanization,promoting the construction of disciplines and specialties to adapt to the transformation and upgrading of industries,and sounding the demand-oriented talent training structure adjustment mechanism.Integrating the core competencies of universities and innovation subjects of industry enterprises,strengthening the integration and sharing of advantageous resources,realizing the precise docking of regional economic development needs with the talent training of universities and the supply side of scientific and technological achievements,promoting the marketization and industrial transfer of scientific and technological achievements,accelerating industrial transformation and upgrading,and helping the high-quality development of local undergraduate universities have become hot spots for practical exploration.How to promote the deep and effective integration of industry and education and how to realize the simultaneous win-win situation between local undergraduate colleges and universities and economic and social development are not only questions of practical strategies for local undergraduate colleges and universities to realize high-quality development,but also questions that need to be answered by theoretical research on higher education.Theoretical guidance is needed for the development of the integration of local universities,universities and enterprises,and academic rational exploration and practical experience are needed for the innovation of higher education theory.This study is based on the functional theory of higher education,triple helix theory and common theory,adopts the method of case study analysis,rationalizes the practical behavior of local undergraduate colleges and universities in carrying out the integration of industry and education,focuses on the fundamental issue of constructing the operation mechanism of the integration of industry and education in accordance with the law of development of higher education,the law of growth of applied undergraduate talents and the law of industrial development,adopts the methods of literature research,survey research and field research,and systematically composes The study analyzes the objectives,structure and process of the operation mechanism of the integration of education and industry in L University,constructs a basic framework for the operation mechanism of the integration of education and industry in local undergraduate colleges and universities,and endeavors to think about and respond to the theoretical level with an eye on why.This study takes University of L as the research object and compares the similarities and differences between the ideal model and the realistic practice.Through a field survey,we understand the specific process of the integration of education and industry in University L.We analyse in depth the dynamics system,guarantee system,resource sharing mechanism,docking mechanism and feedback mechanism in the operation of the integration of education and industry,and summarise the problems of the integration of education and industry in local undergraduate universities in terms of government guidance,platform construction,evaluation and incentive,supervision and feedback mechanism and financial guarantee.Taking the problems as the guide,and drawing on the experience of the University of Cincinnati in the United States,the "dual system" university in Germany and the construction of modern industrial colleges in China,the study proposes strategies for local undergraduate universities to construct a more optimal operation mechanism for the integration of industry and education from two dimensions: the construction of an integration development community and the operation process.
