Research On The Logic And Improvement Strategies Of Empowering Rural Revitalization With Local Talents

The report of the 19th National Congress of the Communist Party of China proposed for the first time the "Implementation of Rural Revitalization Strategy".To achieve rural revitalization,talent revitalization is the key.In 2021,the State Council issued the "Opinions on Accelerating the Revitalization of Rural Talents",emphasizing the need to strengthen the construction of rural revitalization talent teams and fully leverage the role of various entities in talent revitalization.Local talents in rural areas,based on their natural advantages of geography or bloodline,have a driving force and appeal among villagers,and can play a role as role models,which is conducive to the effective transmission and implementation of major decisions and deployments by superiors at the grassroots level.Local talents’ entrepreneurial activities in rural areas can create more social wealth,inject new impetus and provide new momentum for the consolidation and expansion of poverty alleviation achievements and long-term revitalization in rural areas.In view of this,this article uses empowerment theory to review existing literature and related theories,and empirically studies the influencing factors of local talent empowerment in rural revitalization through questionnaire surveys and data analysis.With these key factors as logical elements,a logical framework of "element method effectiveness" is constructed,and the logic of local talent empowerment in rural revitalization is explored through field research and case analysis,And ultimately provide suggestions to enhance the empowering role of local talents in rural revitalization.This study selected rural local talents in different regions of Shaanxi Province as the research object,conducted a questionnaire survey,and collated and analyzed the original data of the questionnaire through SPSS software.The results of comprehensive descriptive statistics and multiple linear regression analysis show that policy support,project support,talent cultivation,and institutional incentives have a significant impact on the effectiveness of local talent empowerment,which is the logical formation element of local talent empowerment rural revitalization.Secondly,through interviews and case analysis of different types of local talents,a four fold logic was constructed:local talents are endowed with endogenous development capabilities in rural areas through policy support through talent recruitment,rural industrial development capabilities through project support through talent revitalization,internal collaborative capabilities within rural areas through talent aggregation under multi subject cultivation,and rural governance capabilities through talent leadership under institutional and emotional incentives.Finally,this article provides strategic suggestions for enhancing the empowerment role of local talents.Firstly,implement various policy measures to activate the motivation for local talents to return home;Secondly,improve the project approval system to alleviate the financial pressure on local talents;Thirdly,optimize the training course system and expand local talent exchange platforms;The fourth is to strengthen political incentives for cadres and improve the economic treatment of local talents.
