In recent years,with the rapid expansion of higher education,the number of university graduates has been increasing year by year.Due to the limited employment resources,competition in the job market is becoming increasingly fierce,and graduates face increasingly severe employment situations.With the rapid development of China’s economy and society,the grassroots employment market is becoming more active.However,many college students still prefer to work in cities and set their sights on high-level occupations,resulting in a certain degree of resistance to grassroots employment and a reluctance to work at the grassroots level.This has led to a talent bottleneck problem for grassroots development.Since 2003,governments at all levels have successively formulated a series of policies aimed at promoting university graduates to work at the grassroots level.The core of these policies is to solve both the talent construction at the grassroots level and the employment of college students through employment.In 2005,the central government pointed out that promoting university students to work at the grassroots level is key to promoting their healthy growth,improving the quality of grassroots talent,and promoting the harmonious development of urban and rural areas and regional economies.In 2021,the State Council issued the "14th Five-Year Plan" for employment promotion,which emphasizes the need to guide college students to work in central and western regions,the northeast,remote and impoverished areas,and grassroots communities.The plan also emphasizes the need to strengthen ideological guidance for college students’ employment and promote their active and reasonable employment.Although various regions have taken measures to encourage graduates to work at the grassroots level,the problem of insufficient grassroots talent resources still exists.The enthusiasm of university graduates to work at the grassroots level is not high,so it is necessary to further understand the reasons behind this and to better attract and promote them to work and develop at the grassroots level.The subjects of this article’s survey are rural college students from ten universities in the Chongqing region.Through a questionnaire survey,their understanding of various aspects of grassroots work,the degree of familiarity with relevant employment policies,and their willingness to work at the grassroots level were investigated.The article analyzes the factors that affect the willingness of rural college students to work at the grassroots level and proposes some valuable countermeasures and suggestions.According to a survey,it was found that: Firstly,only a small number of rural-born college students are willing to work at the grassroots level,with more than30% of rural-born college students holding a neutral attitude towards working at the grassroots level.The preference for choosing grassroots employment varies due to individual differences.At the same time,rural-born college students’ preferences for grassroots levels and their emphasis on grassroots employment will also affect their willingness to work at the grassroots level.Secondly,parents’ attitudes will constrain the willingness of rural-born college students to work at the grassroots level.Thirdly,the degree of understanding of the economic development situation in grassroots areas affects the willingness of rural-born college students to work at the grassroots level,and the level of income and welfare benefits satisfaction in grassroots employment has become the main factor affecting their willingness to work at the grassroots level.Fourthly,the willingness of rural-born college students to work at the grassroots level is constrained by the employment environment in grassroots areas.Fifthly,policy attractiveness has become a key factor affecting the willingness of rural-born college students to work at the grassroots level.Based on the above research results,the main policy recommendations proposed in the paper are: to improve the employment incentives in grassroots areas,in order to increase the enthusiasm of rural-born college students to work at the grassroots level;to transform the traditional views of parents on grassroots employment and increase their recognition of grassroots employment;to strengthen the economic and employment promotion in grassroots areas to help rural-born college students understand the economic situation and the latest employment policies in grassroots areas;to improve the employment environment in grassroots areas and enhance the working and living comfort of rural-born college students;to improve the employment policies in grassroots areas and provide guarantees for college students’ employment at the grassroots level,further improving the employment stability of college students.By implementing these measures,it is possible to better attract and promote rural-born college students to work at the grassroots level,and thereby alleviate the problem of talent shortage at the grassroots level.
