As the reform of the "County Management and School Employment" of the teacher personnel system in the compulsory education stage(including high school)has been rolled out across the country,how to improve the system reform of "County Management and School Employment" to further exert this system in promoting the professional development of senior high school teachers and strengthening the The positive function of the construction of teachers’ team is a major problem that needs to be studied and solved urgently since the implementation of the system reform.On the basis of sorting out the general situation of the implementation of "County Management and School Employment" in No.4 Middle School in G City,this paper theoretically analyzes the positive and negative values of "County Management and School Employment" on the professional development of senior high school teachers."County Management and School Employment" customizes evaluation criteria for senior high school teachers,provides development direction and institutional environment,creates a new psychological environment for professional development,accumulates public resources,and meets the professional development needs of senior high school teachers.However,factors such as "only fraction theory","irrational factors" and "excessive competition" also restrict the positive effect of "County Management and School Employment" on the professional development of senior high school teachers.Through a questionnaire survey,this paper analyzes the impact of the implementation of "County Management and School Employment" on the professional growth of senior high school teachers in No.4 Middle School in G City.The study found that the teachers of the school recognized the different dimensions of "County Management and School Employment",and believed that the employment period and employment method,the introduction of teachers’ professional and technical positions for hierarchical employment,and the "subscription rules" as the basis for performance distribution,etc.;"County Management and School Employment" has different degrees of influence on the professional concept,professional knowledge,professional skills and professional affection of senior high school teachers’ professional development.The study also found that teachers did not understand the connotation and purpose of "County Management and School Employment",the competition assessment team faced a crisis of trust,and the focus of the competition assessment standards was misaligned.In order to solve the above problems,it is necessary to adjust and improve the current system of "County Management and School Employment" from the aspects of power environment,institutional environment,organizational environment and so on.Specifically,it is necessary to clarify the power boundary between the government and the school in the "County Management and School Employment",build the supporting system of "County Management and School Employment",and improve the operation mechanism of "County Management and School Employment",so as to ensure that the "County Management and School Employment" system can give better play to its system efficiency and better promote the professional development of ordinary high school teachers.It is expected to provide reference and policy enlightenment for the practical promotion of the "County Management and School Employment" system,and make contributions to enriching the theoretical research on Teachers’ professional development.
