By reviewing the reform practice of "county governing school recruitment" of teachers in X County,this study combed the different models among schools in the practice of "county governing school recruitment",and found that promoting cross school competition for teachers and intra school competition for teachers is an important way to coordinate the equitable development of urban and rural school education integration in the county,and is also the main thrust of the reform of "county governing school recruitment" of teachers.The reform of "county management and school recruitment" of teachers changed the primary and secondary school teachers in the county from "school personnel" to "education system personnel",so that the management authority of teachers was transferred to the county management department,and the school expanded the employment authority of teachers,which became a prerequisite for promoting the cross school competition of teachers from schools with sufficient teachers in urban areas and suburban schools near urban areas to schools in rural areas.After the inter school competition of teachers for posts has been realized,primary and secondary schools in the county,especially rural schools,have effectively alleviated the imbalance of teachers among schools,and effectively adjusted the mismatch of subject teachers between schools.This study found that after the reform of "county governing school recruitment",the school has fully endowed teachers with the right and freedom to compete for posts in the school.Teachers compete to meet their own requirements for teaching posts in grades,disciplines and classes based on their own teaching professional abilities,rather than the unified arrangement of teaching work from the school.In terms of school management,teachers should be given the position of the management team through independent competition,and teachers’ on-the-job teaching and school management should be integrated.In this way,the enthusiasm and autonomy of teachers will be mobilized to the greatest extent,and the school teaching and management work will be effectively promoted.In order to more effectively promote the reform of "county management and school recruitment",X County actively completed the system guarantee for teachers to compete for jobs across schools.For schools with sufficient teachers in urban areas and suburban schools near urban areas,the school is required to provide all teachers with equal opportunities for intra school competition and inter school competition,so as to avoid the situation that the school thinks that some excellent teachers will not participate in inter school competition.Then,we should actively improve the service type security of the mobile teachers who compete for jobs across schools,such as providing support in the evaluation and employment of teachers’ professional titles,the welfare of the mobile teachers who compete across schools,so as to stabilize the mobile teachers who compete across schools and promote rural schools and education and teaching.Since the reform of "county management and school recruitment" for teachers,promoting the formation of a mechanism for teacher mobility between urban and rural areas,and increasing channels for sharing and sharing teacher resources between urban and rural schools,and an educational environment has been created for schools in the county to share teachers for common development.This not only solves the problem of unbalanced distribution of teachers’ resources in urban and rural schools,but also is conducive to promoting the equitable and coordinated development of integrated education in urban and rural primary and secondary schools in the county.At the same time,we cannot avoid the problems in the implementation of the reform of "county governing school recruitment" of teachers.This requires the county education department to coordinate the resources of schools and teachers in the county,work together to make policies,overcome the resistance to reform,actively improve the deficiencies in the implementation of the policy,and solve the primary teacher problem for the fair and integrated development of urban and rural schools in the county. |
