Teachers are one of the important educational resources.Establishing and improving the flow mechanism of teachers in primary and secondary schools and promoting the balanced development of teachers have become the focus of the reform of teachers in primary and secondary schools in the county.Due to historical and practical reasons,the county and rural teachers are unbalanced,and rural teachers are facing serious shortages."County management school recruitment" is a reform of the personnel changes of teachers in the county,which changes the status of teachers from belonging to the school to belonging.For the entire county education system,it is of great significance for teachers to carry out job rotation exchanges within the county,thereby promoting two-way exchanges between county and rural teachers.However,due to the influence of various factors such as government policies,economic structure,school management and individual teachers during the implementation process,the lack of teacher mobility has become a bottleneck for the balanced allocation of educational resources.The county teacher mobility problem is explored to make some scientific suggestions.After analyzing the basic situation of economic and social development and education in F County,Shanxi Province,by using questionnaires and interviews,a sample survey was conducted on teachers and principals of urban and rural primary and secondary schools in F County,Shanxi Province."Under the policy,the number of teachers floating in F County of Shanxi Province has increased compared with before,but it still faces many problems,which is far from the goal of balanced education development.After investigating the status quo,the paper analyzes the deficiencies in the flow of teachers in F county under the "county management and school employment",which are mainly manifested in four aspects,namely institutional problems: the absence and distortion of policies;structural problems: compulsory and urban-rural problems Conflicts;organizational problems: the intertwined interests of various schools affect policy implementation;conceptual problems: low policy recognition and low participation enthusiasm.The main reasons are that the policy system is not perfect,the economic difference between urban and rural areas is large,the school’s publicity organization and management are insufficient,teachers’ awareness of education is not high,and there are many concerns about practical interests.On the basis of the analysis of the problem,the paper puts forward the strategy of effectively promoting the flow of teachers in F county under the "county management and school employment",which mainly includes four aspects: one is the system,the government should improve the relevant policies and standardize the system construction;the second is the economic In terms of structure,it is necessary to increase investment in education,implement economic security,and reduce the gap between urban and rural areas;third,in terms of school organization and management,it is necessary to actively carry out publicity and education,standardize job mobility procedures,and help the pace of policy implementation;Establish correct values,strengthen ideological awareness,and improve participation effectiveness.It is hoped that the research in this paper can bring reference to the flow of teachers in F county in reality,promote the smooth implementation of the "county-managed school employment" policy,and promote the development of grass-roots education. |
