Rural primary education is an important component of compulsory education in China,which is related to the prosperity of the Chinese nation and the rise and fall of the country.The development criteria of rural primary education are fairness and efficiency.To ensure the fairness and efficiency of rural primary education,it is necessary to ensure the balance of resource allocation in the development of rural primary schools.With the continuous development of urbanization in China,the gap between urban and rural areas in terms of economic and social development continues to widen,leading to a huge gap in primary education between urban and rural areas.As rural primary education belongs to the category of public resource allocation,it is necessary to play the main role of the government in the development of rural primary education.By optimizing the resource allocation in the development of rural primary education,we can ensure the fairness and efficiency of primary education,Continuously narrowing the gap between urban and rural primary education.This article takes rural primary schools in X County as the research object.On the basis of elucidating the importance and necessity of balancing rural primary school education and educational resource allocation,guided by resource allocation theory and educational equity theory,literature analysis,questionnaire survey,and interview methods are used to analyze the current situation of resource allocation issues in the development process of rural primary school education in X County.Through a questionnaire survey of rural primary school teachers in X County,Interviews were conducted with some rural primary school parents,primary school principals,and relevant personnel from the Education Bureau to clarify the problems in resource allocation in the development of rural primary school education in X County.The main reasons are: incomplete layout of rural primary schools,unreasonable allocation of teacher resources,unreasonable investment in education funds,and uneven allocation of infrastructure.The reasons are: the rural primary school construction lacks unified planning,the teacher welfare security system is not complete,the education fund management system is unreasonable,and the infrastructure allocation lacks unified deployment.To address the above issues,targeted countermeasures are proposed: enhancing public service awareness and adjusting the layout of rural primary schools;Improve the teacher evaluation mechanism and pay attention to the personal development of teachers;Pay attention to the fairness of urban and rural development,and improve the mechanism for ensuring education funding;Optimize infrastructure construction and promote the rapid development of rural primary schools.
