Transparency governance is an important institutional arrangement for internal accountability in American public universities,and an important initiative for universities to respond to multiple stakeholder demands and promote self-improvement.In promoting the reform of information disclosure,our universities face many challenges such as unreasonable system design and unremarkable implementation effect.With the in-depth promotion of the double-class construction,higher requirements are put forward for the governance system and governance ability of universities.The study takes the transparency governance practice of American public universities as a reference,which can open up ideas for the current higher education reform in China.This study takes the University of California’s Annual Accountability Report as the entry point,integrates case studies,literature studies,and historical studies,uses organizational learning theory and transparency theory as the theoretical basis,and takes the “accountability-transparency” relationship as the main line of research.The research is based on organizational learning theory and transparency theory,with the relationship between accountability and transparency as the main line of research,along the lines of “historical evolution-case analysis-academic reflection-local inspiration”.In the framework of internal accountability in U.S.public universities,we systematically analyze the institutional design,specific practices,and internal tensions of transparency governance in the University of California.The study finds that:First,the University of California’s transparency governance is based on institutional research,and through external interaction and internal diagnosis,the University has developed a transparency governance design centered on “information disclosure” and “improvement actions”,which in turn promotes the University’s development of a system of internal governance that is both inclusive and excellent.Second,UC transparency governance is characterized by a scientific and complete indicator system,rich and authoritative data sources,diversity and leadership,full demonstration of academic performance,active confrontation of development issues,and a balance of soft governance and hard constraints.Third,UC transparency governance faces the challenges of balancing transparency and ambiguity,contradicting the objectivity of data generation with the subjectivity of data disclosure and interpretation,and coordinating the fragmentation of indicators with the integrity of governance in the process of development.By summarizing the experience of transparency governance of the University of California,this study attempts to construct an ideal type of information disclosure in my country’s colleges and universities,based on the following four aspects to improve information disclosure and transparency governance in my country’s colleges and universities.First,start from optimizing data collection and sharing and improving the research organization of colleges and universities,and improve the organizational foundation of transparent governance in my country’s colleges and universities;second,from the two aspects of establishing a scientific and complete index system and integrating moral cultivation into index construction First,optimize the index construction of the performance of my country’s colleges and universities;third,use the law to ensure information transparency and introduce third-party assistance to improve the system guarantee of information disclosure in my country’s colleges and universities;fourth,cultivate a transparency culture of colleges and universities and establish a correct transparency orientation Continue to make efforts to cultivate the value orientation of transparency governance in my country’s colleges and universities. |
