Had the problem of higher education quality has become the focus of attention in thefield of higher education. The countries of the world in the field of higher education by highereducation accountability system in response to the responsibility of the pursuit of highereducations take holders, so as to improve the quality of higher education. In the highereducation popularity today, the existence of university internal education quality andmanagement problems, make community on the Higher Education Trust fall. In addition, theuniversity is facing increasingly heavy administrative burden and the pressure of survivalandother problems. All this, let us begin to think and explore the more scientific educationmanagement model, to solve the problem.As a non-profit organization in public management in the organization, the rights of thepublic power must, is the executants of public power of higher education. On the basis of"functional equivalence" principle, universities in the exercise of power at the same time,should be charged with corresponding responsibility. University accountability systememerge as the times require, it is a responsibility system, and power driving go hand in hand.University accountability system for monitoring to prevent corruption, abuse of power, theuniversity to ensure all kinds of resources or educational purposes, educational resourceservice play the greatest benefits, safeguard the vested interests of those rights and interests,the realization of educational equity is very important.All the time since, the national implementation of rejuvenating the country throughscience and education, talent strategy, reform and development of higher educationcontinuously put forward new requirements, but at present, the need to establish internalquality assurance system of higher school is the development of higher education in china.This is the university internal accountability, is a can make oneself establish internal selfadjustment, improve working mechanism, guarantee and promote the quality of education.In this paper, the internal Guangdong province university accountability system as thecentral content of the research and development status of Universities Based on the province’scolleges and universities and other domestic and international practice, the status quo analysisof internal province university accountability implementation, including the result also causes problems, analyse problems from different angles, for the interior of Guangdong theimplementation of the accountability of provincial colleges and universities and puts forwardsome practicable measures, including improving the regulatory mechanism of accountability;clarify the school responsibility main body responsibility; promote the information symmetryand open; cultivate a new culture of accountability; to establish the academic orienteduniversity internal accountability system.
