Scientific and rigorous academic research is the key to promote social progress and scientific and technological innovation.At present our country existing in the academic field of all kinds of misconduct event destroyed the rigorous academic atmosphere,the academic environment of a fair and just,positive atmosphere has a bad influence,damage to the improper processing of events,the academic field of purity,seriously affected the public trust for academic field,therefore,to maintain in the field of academic science is rigorous,Reversing the unhealthy trend in the academic field has become an important issue.The occurrence of a variety of academic misconduct in the academic field,and some drawbacks in the process of academic accountability requires the existing academic accountability system to further improve,this study based on the theory of polycentric governance theory,through literature method and comparative analysis,the polycentric governance theory applies to academic accountability system to perfect the research analyzes the suitability of,This paper analyzes the practical difficulties and causes of the academic accountability system in China from a multi-center perspective,and then puts forward some strategies to improve the academic accountability system in China’s universities.Academic accountability system in colleges and universities means that the stakeholders of academic research in colleges and universities supervise and inquire about the use of academic resources in colleges and universities and investigate the responsibility for academic misconduct,so as to promote the rational use of academic resources in colleges and universities and form a good institutional arrangement of academic research environment.The academic accountability system in colleges and universities mainly includes six elements,namely,the subject,object,content,cause,procedure and result of accountability.The academic accountability system has three characteristics: first,the unity of legal and moral constraints;Second,the comprehensiveness of the content and the whole process are unified;Thirdly,the punitive and educational nature of the result should be unified.The functions of academic accountability system mainly include communication,supervision,punishment and education.The attribute of quasi-public goods of academic publishing results and the plurality of academic stakeholders in universities fit the perspective of multicentre governance theory.The difficulties of academic accountability in colleges and universities mainly include the lack of initiative in the accountability cause,the transparency in the accountability process,the lack of comprehensiveness in the accountability object,the lack of clarity and insufficiency in the accountability result,and the integration of the accountability basis.From the perspective of polycentric governance theory,the main reasons are that the relevant government departments have shortcomings in the legal construction of academic accountability,universities have insufficient understanding of academic accountability and system construction,social forces lack a sense of responsibility in the supervision of academic accountability,and individuals lack a lofty sense of mission in academic research.In the aspect of improving the strategy of academic accountability system in colleges and universities,it mainly reflects from three aspects.First,absorbing the advanced experience of foreign universities academic accountability,the United States and Britain in university academic are go-ahead the implementation of the accountability,at the national level set up specialized agencies responsible for handling misconduct events,and has the authority regulations,at the college level,also increased the academic accountability of regulations and procedures,Influencing scholars to form a correct understanding of academic norms through diversified educational methods;Secondly,it puts forward the principles of improving the academic accountability system in colleges and universities in China,including the principle of governing according to law and the principle of unifying punishment and education.Third,on the basis of learning from the experience of the United States and the United Kingdom and from the perspective of polycentric governance theory,the improvement of China’s academic accountability system is mainly carried out from the following four aspects.It mainly includes that the government should strengthen the perfection of laws and regulations related to academic accountability;Colleges and universities should strengthen the improvement of relevant rules and regulations of academic accountability and the construction of accountability culture environment.The social forces should play the function of academic supervision,which mainly means that the news media should strengthen the complete and in-depth report of academic misconduct,strengthen the positive report of scientific and reasonable academic behavior,and guide the whole society to form an atmosphere of respecting academic.Publishing institutions should play the role of "gatekeeper" correctly,raise the standards of publishing academic achievements,and create a good academic environment.Individuals should enhance their sense of academic identity and enhance their academic research ability. |
