A Study On Accountability Of University In China

The University Accountability is an important content of the modern university system's construction.But because of the non-profit university organization and the complexity of the value of university product measure,the research of the university accountability is still not sufficient,clear,thorough and systematic.It mainly reflected in the following aspect:the definition of university accountability is not clear enough,responsibility transfer relationship is not clear enough,the scope and content of accountability is not timely,the implementation mechanism and evaluation of accountability is not consummate and so on.If we do not know the basic problems of the university accountability,it will directly or indirectly lead to the waste of public resources,national asset and state-owned resources.So that the interests of university stakeholders cannot be effectively protected,and then damage the public interests of the university.In this regard,the in-depth and systematic research on the university accountability,not only enrich university accountability theory,improve university governing structure,accelerate the construction of modern university system,but also enhance the university ability of self supervision and restraint,ensure the value of university public resource to maximize the university public interest.Based on the needs of theory and practice,this article is according to what is the university accountability,why should take the accountability and how to realize the accountability.The deep and systematic research on the concept of university accountability and its causes,the object of accountability,the scope of university accountability and content,as well as the university accountability mechanism,performance evaluation,performance system construction based on defining the concept and connotation of the university accountability.Specific content is organized as follows:Introduction,the first part is literature review,which mainly reviews and evaluates the domestic and foreign research on the university accountability,and puts forward the direction of this research.The second part is the definition and theoretical basis,mainly defines the concept of the university accountability and its connotation,and elaborate the three major theoretical basis of the university accountability:the public accountability theory,principal-agent theory,stakeholder theory.The third part is the basic theory of the university accountability.As the main body of accountability,why the university should bear the accountability?Who is accountabile to the university?What are the accountabile of the university?This is the three basic theoretical problems that must be solved in the study of the accountabile of university.The fourth part is the implementation mechanism of university accountability,mainly analyzes the relationship between college subject,object and contents.Use the contract as the analysis tool,discuss three kinds of implementation mechanism of the university accountability.The fifth part is the evaluation of the performance of the university accountability,including the construction and application of the evaluation index system of university accountability.The sixth part is the implementation of the system of university accountability,the specific implementation of the system of university accountability.The seventh part is the conclusion and prospect,mainly summarizes the conclusion of this dissertation and puts forward the direction of the next step.The main points and conclusions of this dissertation as follows:1.The definition of university accountability.The university accountability is the responsibility and obligation of the university to be entrusted with the management and use of the public educational resources,which is called the accountability of the public educational resources.Further,the university accountability is the university in accordance with the provisions of relevant laws and regulations to manage and use of public education resources,truthfully report the use of public education resources and results of responsibility.2.The main body of university accountability and its cause,object and scope.The main body of the university accountability is the university,and the fundamental reason for the university accountability comes from the public accountability relationship.The relationship of public accountability is a kind of right and obligation relationship between university and government and society,which consign from the public education resources.The relationship between the universities is determined by the public and the government,the development of social relations.Under the condition of market economy,to solve the agency problem caused by the principal-agent relationship which exists between the university of public accountability in the university must be entrusted with the management and use of public education resources for public accountability(short as the university accountability).So as to say,make good use of public education resources and report the public education resource management and results of the situation.As a result,there is a public accountability relationship between the university and the public education resources.On the one hand,the client is entrusted to maintain their own interests,naturally want to supervise the trustee to fulfill its public accountability;on the other hand,the trustee to prove their fulfilled public accountability,to get client's trust,eliminate doubts and take their legitimate rights,also need to report public accountability truthfully.University stakeholders are an important basis for determining the principal of public education resources.University stakeholders include government,students and teaching staff,they are not only the principal of public education resources,but also the object of the university accountability.The university mainly takes the accountability for important stakeholders.The accountability includes the safety,efficiency,effect management in the use of public education resources and truthfully report and use of public education resources management process and its effect.3.The implementation mechanism of accountability.The implementation mechanism of the university accountability is a kind of accountability relationship between the subject and the object.The basic analysis unit is by contract.Under the incomplete contract,the implementation mechanism of the university accountability mainly includes the self fulfillment mechanism,the third party intervention mechanism and the public compulsory execution mechanism.Three kinds of mechanisms are likely to have the condition of malfunction,in this case,the three mechanisms can complement each other and interact with each other.4.Evaluation of the performance of the university accountability.To evaluate the performance of university accountability is an important measure to judge whether the university is responsible for its accountability.The key link is to construct the evaluation index system.Take the scope and content of university accountability as the goal,with the input and output of public resources for the logical system,this dissertationconstructed a includes 4 first level indicators,14 university accountability level two indexes and 42 observation points of the performance evaluation index system;on the basis of the evaluation index system,the fulfillment of economic responsibility University,this article uses analytic hierarchy process and fuzzy comprehensive evaluation method to evaluate the research,in order to determine the university accountability.The possible innovation of this paper:First,on the basis of exploring the definition of university accountability,take in-depth and systematic research on the university accountability and its causes,university accountability object,scope and specific content as well as the university accountability mechanism,performance evaluation,performance system construction and a series of basic issues.Basically formed an analysis structure of university accountability,it provides a good reference for further deepening the theoretical research and empirical research on the university accountability.Second,take the contract as the basic unit of analysis,three kinds of the performance mechanism of the university accountability--a self fulfilling mechanism,third private and public enforcement mechanism.The three mechanisms are possible in failure condition,in this case,the three mechanisms can complement each other and interaction.Third,this dissertation analytic hierarchy process and fuzzy comprehensive evaluation method,construct a includes 4 first level indicators,14 university accountability level two indexes and 42 observation points of the performance evaluation index system;on the basis of the evaluation index system,and different weights according to the degree of importance of different types of universities on the specific accountability.The shortcomings are as follows:First,in the process of theoretical construction,the framework of the research needs to be further refined.Second,on the basis of the application of performance evaluation of university accountability evaluation index system,the lack of evaluation of university accountability,so the follow-up studies also need to further deepen the application research.
