As the world’s largest manufacturing country, manufacturing plays an indispensable role in China’s employment and economic growth.Although the scale advantage of China’s manufacturing industry has further expanded in recent years,in the context of emphasizing high-quality economic development, problems such as "big but not strong" and "low-end locking" in China’s manufacturing industry have gradually been exposed, which reflects the fundamental problem of lack of innovation, and it is imperative to drive the transformation and upgrading of manufacturing industry and high-quality development with innovation. As the first resource, the role of talent in innovation is self-evident,but there is still a certain gap between the current quality of China’s manufacturing talents, talent structure, etc.and the actual needs that support the high-quality development of China’s manufacturing industry, and in the context of dual circulation, and openness as one of China’s new development concepts, can effectively solve the problem of internal and external linkage. Therefore,in this context,in-depth exploration of the impact of domestic and foreign labor factor coordination on China’s manufacturing innovation ability may provide an effective solution to the problem of insufficient innovative talents and unreasonable talent structure in China’s manufacturing industry.Based on the panel data of 20 sub-sectors of China’s manufacturing industry from 2003 to 2019,this paper constructs a panel model for empirical research on the impact of coordination of labor factors at home and abroad on the innovation ability of China’s manufacturing industry.Firstly, based on the panel data, the panel vector autoregressive model is used to test the interaction relationship between domestic and foreign labor factors, and the coordinated development mechanism of labor factors brought about by this is analyzed, and the coordination degree of domestic and foreign labor factors in 20 sub-industries of China’s manufacturing industry from2003 to 2019 is calculated and analyzed.Secondly, the fixed-effect model is used to explore the impact of domestic and foreign labor factor coordination on the innovation ability of China’s manufacturing industry, and the industry heterogeneity and innovation path heterogeneity of this influence are verified. Finally,a threshold model is constructed, taking intellectual property protection as the threshold variable, and exploring the threshold effect of intellectual property protection in the coordination of domestic and foreign labor factors in driving China’s manufacturing innovation. It is found that: firstly, there is an interactive relationship between domestic and foreign labor factors, and with the passage of time, the coordination degree of factors brought about by interaction tends to increase, and the coordination degree is significantly different between different factor-intensive industries.Secondly, the coordination of labor factors at home and abroad has a significant driving effect on the innovation ability of China’s manufacturing industry, and this driving effect has significant industry heterogeneity and innovation path heterogeneity, the coordination of domestic and foreign labor factors in labor-intensive industries has the greatest driving effect on China’s manufacturing innovation, and the coordination of domestic and foreign labor factors can promote imitation innovation and independent innovation in China’s manufacturing industry, but in comparison, the impact on independent innovation is greater;Thirdly, taking intellectual property protection as the threshold variable, the coordination of domestic and foreign labor factors has a double threshold effect on the improvement of China’s manufacturing innovation ability, and with the improvement of intellectual property protection, the coordination of domestic and foreign labor factors has a greater driving effect on China’s manufacturing innovation. Finally, the competitiveness of foreign trade, the investment intensity of R&D personnel, and the total labor productivity of all employees also have a significant impact on the innovation ability of China’s manufacturing industry.
