Under the background of the new curriculum reform,all the teaching activities of Ideological and Political Course are for the purpose of putting the core accomplishment into practice.Therefore,this paper puts forward some suggestions in order to improve the timeliness of public participation in the cultivation of high school students’ literacy.In general,the structure of the thesis is as follows: The first chapter is the introduction,which focuses on the research background and significance of TBL on cultivating public participation literacy.The second chapter explains the topic teaching and public participation accomplishment,analyzes the theoretical basis of topic teaching and the specific content of public participation accomplishment.The third chapter elaborates the important value of issue based teaching in cultivating public participation literacy from the theoretical and practical significance.The fourth chapter analyzes the current situation of the application of TBL in cultivating high school public participation literacy.On the one hand,we design questionnaires and interviews.On the other hand,according to the data feedback analysis of the existing problems in the cultivation process,and find out the root of the problem.The fifth chapter puts forward the optimization strategy,including how to stimulate students’ awareness of public participation before class,how to strengthen students’ awareness of public participation in class and how to strengthen students’ awareness of public participation after class.
