| As China’s industrial upgrading and transformation continue to accelerate,on the one hand,there is a huge demand for skilled talents,many enterprises can not recruit skilled workers,and on the other hand,many college graduates can not find jobs.Under such a contradiction between supply and demand,how to speed up the training of high-quality skilled talents has gradually become the focus of the national education development strategy.Since the 2002 National Vocational Education Work Conference,all regions and departments have conscientiously implemented the Decision of the State Council on Vigorously Promoting the Reform and Development of Vocational Education.The reform and development of vocational education has entered a golden period.Premier Li Keqiang proposed the talent training model of modern apprenticeship at the national level for the first time in 2014.Since 2015,the Ministry of Education has been vigorously promoting the pilot work of modern apprenticeship in vocational education.The Yunnan Provincial Government also actively responded to the national policy and vigorously promoted the pilot work of modern apprenticeship.City A of Yunnan is a vocational education park in Yunnan Province,which gathers many vocational colleges,each of which has strong characteristics.This paper selects three characteristic and representative vocational colleges in A city as the research object.In the research process,Smith’s policy implementation theory and stakeholder theory are used as the main line and theoretical tools for analysis and research;At the practical level,on the one hand,the teachers,students and cooperative enterprise managers of three colleges and universities in City A were investigated and studied through questionnaires and interviews,and the problems in the operation of the modern apprenticeship system were analyzed and summarized by "point to plane combination and horizontal and vertical intersection";On the other hand,the case comparison method is used to compare and analyze the experience of "dual system" in Germany,"apprenticeship" in Britain and "registered apprenticeship" in the United States.Finally,focusing on the comprehensive analysis of the problems,based on the problems and the experience of other countries,put forward the optimization suggestions in the implementation process of modern apprenticeship in vocational education. |
