Children are the future of the country and the hope of the nation.Contemporary Chinese children are not only the experienced and witnesses of achieving the first centenary goal,but also the fresh force of achieving the second centenary goal and building a socialist modern power.Promoting the healthy growth of children can provide valuable resources and inexhaustible power for the sustainable development of the country.It is an inevitable requirement for building a socialist modern power and realizing the Chinese dream of the great rejuvenation of the Chinese nation.However,the current situation,there are still millions of children in difficult situations in our country whose lives cannot be effectively guaranteed.Among them,children from families which receive subsistence allowances in the countryside,as a kind of children in distress,still face serious problems.This group is the continuation of the family’s lifeblood.Their growth and development are related to the success or failure of the family.Once the problem of this group is ignored,it may cause intergenerational poverty transmission,which is not adverse to the progression of children themselves,but also go against to the long-period stability of the country.Therefore,the rescue and assistance work for children from low-income families is extremely urgent.The traditional relief work for low-income families mostly stays at the material level,and the spiritual assistance is almost absent,which leads to a large number of relief work "treating the symptoms but not the root causes",and a series of difficult problems faced by children from low-income families have not been effectively solved.This study is based on the minor protection project of D institution in S city,Hebei province.The author participated in the rescue and assistance work for children in rural low-income families,discovering that the group is facing varying degrees of difficulties during their growth process such as poor family economic conditions,inferiority and timidity,lack of supervision,poor learning,poor communication among peers and other issues.The serious ones have affected their daily life.During the field investigation and visit,the case of this study—Xiao Yu,a child from a low-income family in Y,was discovered.Then the author tries to use the professional methods of social work,relying on professional learning,literature research,unstructured interview and case study methods,depended on the ecological system theory and social support theory,combine the concepts of "rescue,relief,development" and "help others and help themselves" to provide professional assistance for the case,help it get out of the predicament as soon as possible,and better grow,learn and live.In the practical affairs,first of all,this study introduces the source and basic situation of the case in detail,and clearly presents the family situation of the case owner by drawing the family structure map and ecosystem map of the case owner.At the same time,from the micro,medium and macro levels,the problems of the case owner are summarized and their needs are evaluated in detail.Secondly,on the basis of assessing the needs of the case owner,we will work with the case owner to determine the overall and specific objectives of this service,and a detailed case work implementation plan has been developed.The plan is separated into eight stages,which are carried out from the micro,medium and macro levels,in order to improve self-confidence and sense of efficacy,strengthen the support of families and peers,and rehabilitate the social supporting system.Thirdly,summarize,evaluate and follow up the whole intervention service,and think that the service is effective.Finally,the service work is summarized and discussed.This study calls for the establishment of a supervision and inspection mechanism for children from low-income families as soon as possible,the improvement of the multiple assistance system for children from low-income families,and the establishment of a "family-social worker-school-community-society" multi-agent assistance mechanism to better protect the rights and interests of rural children from subsistence families.
