The integrated promotion of township(street)and urban and rural community governance is a basic project to realize the modernization of the national governance system and governance capacity,and township social work agency can promote the innovation of the grassroots governance system with their professional advantages while compensating for the deficiencies of the grassroots government in the supply of public services to a certain extent.The project-based operation of township social work agency is a purchase model dominated by the government,which uses "projects" as a carrier to make special transfer payments to third-party social organizations and transmits the will of the state to local governments and grassroots,thus realizing the state’s integrated management of grassroots public service supply.This paper takes the project-based operation of township social work station services in Ping’an County as an example,and analyzes the development process of the initial construction of township social work agency in the current project-based context under the guidance of principal-agent theory.It is found that the project-based characteristics of township social work agency conform to the general development rules of project-based operation,from project-based design to project qualification,implementation,supervision and the final project evaluation stage all reflect the unique operation rules in the construction process of township social work agency.At the same time,township social work agency face a series of realistic dilemmas in the process of project operation,such as the dominance of government demand,resource constraints and professional identity challenges,and formalism in meeting inspection.From the perspective of principal-agent,the above problems are mainly caused by the risk of adverse selection due to imperfect institutional construction in the process of project contracting,the blurred role positioning caused by the government’s unclear cognition of social work in the process of project packaging,and the moral risk caused by inadequate supervision and evaluation implementation in the process of project implementation.The dilemmas faced in the development process of township social work agency profoundly affect the original intention of the government to purchase services.In order to let the government purchase of township social work agency’ services give full play to its proper function,the article proposes that the grassroots government should establish and improve the selection,supervision and incentive mechanisms in the process of project operation;township social work agency should carry out incremental innovation and imitation learning to expand their own practice scope and professional capacity;social workers should insist on combining theory and practice in their work,hoping that the above suggestions can achieve the goal of promoting project service It is hoped that the above suggestions can achieve the goal of promoting the project service effect improvement.
