During the transformation of the Chinese social system, the reform of the social sphere is gradually becoming the concerns and priorities of the government; the development model of social welfare system has also changed dramatically, which has been followed by the transformation on the supply of public services. A new form of government procurement of services has given birth to a number of private, non-profit organizations, one of which is social work. As the first social work agency specializing in community corrections in Shanghai, Agency X achieves the functions of docking and improve the institutional through the government purchase of services or undertaking projects, but is faced with challenges now.So this dissertation adopts the way of case study and the perspective of interaction between organization and environment, centers on organization operation to analyze the current challenges faced by project operation of social work agencies by researching what interaction relations it was among agency X, governments and community. And at last, some better strategies about project operation have been proposed.By studies, the main challenges that faced by project operation of agency X are the dilemma of meeting clients’needs or government’s needs, the ethical choice of economic interest or public interest, the lack of community mobilization and resource connections in a objective environment of the grading operation of government-institution-community. And then there are some advices like building logical perspective of stratified governance and equal partnership between institution and government.
