Study On The Working Mechanism Of Vice-principals Of Rule Of Law In Secondary Vocational Schools In Hainan Province

For more than 20 years,the system of vice-principals under the rule of law has played an important role in strengthening the protection of the rights and interests of teachers and students in schools,promoting the education of the rule of law among young people,and maintaining public order in schools and surrounding areas.Secondary vocational schools are an important platform for the implementation of the National Programme for the rule of law in education.The system of vice-principals under the rule of law is a systematic project to achieve the rule of law in education in the vocational education field,it is an important measure for the state to promote the rule of law in the field of education.To carry out the work of vice-principal of rule of law in secondary vocational schools can guarantee the effective implementation of the theory of rule of law education in secondary vocational schools,strengthen the awareness of rule of law and improve the quality of rule of law among secondary vocational school students,we will encourage secondary vocational schools to carry out the tasks and objectives of law education,improve the quality and level of law popularization,and promote the construction of law-based campuses.At present,with the cooperation and interaction among the educational administrative departments,the judicial and law enforcement organs and the secondary vocational schools,the work of the vice-principals of the rule of law in the secondary vocational schools in Hainan province has achieved certain results,however,through field investigation,it is found that the implementation effect of the work still needs to be improved,and there are many practical problems to be solved urgently.Therefore,based on the unique value of the vice-principals of rule of law in the training of talents in secondary vocational schools,to ensure the unified operation of the vice-principals of rule of law in the practical work of Secondary vocational schools,this research chooses the operation mechanism of vice-principal of rule of law as the research subject,and elaborates on the subject of secondary vocational school,aiming at reaching the optimized path of exploring the operation mechanism of vice-principal of rule of Law of Secondary vocational school in Hainan province,to ensure that the work of vice-principals under the rule of law is carried out in a stable,high-quality and long-term manner.This study specifically explores the following:First of all,this paper expounds the reasons for this study,on the basis of combing the existing theoretical research results,clear research purposes,research significance,research ideas and research methods,the innovation and deficiency of this research are analyzed.Secondly,it constructs the connotation and structure of the working mechanism of the vice-principal of rule of law in the secondary vocational schools in Hainan province.Starting from the policy planning and organizational structure of the system of vice-principals under the rule of law,this paper probes into the related concepts,diachronic evolution,operational subjects and organizational system of the working mechanism of vice-principals under the rule of law,the operating mechanism of the work of vice-principals of rule of law is composed of three aspects: government,secondary vocational schools and vice-principals of rule of law,and the organizational system of the work of vice-principals of rule of law is analyzed,finally,the system has constructed the rule of law vice-principal work Operation Mechanism based on the Hainan Province Secondary vocational school actual.Then,carry out a survey of the status quo.This research is based on semi-structured interviews,questionnaire survey,comprehensive use of scientific research methods to investigate the status quo of the work of vice-principals of rule of law in secondary vocational schools in Hainan province,through data analysis,at last,the operation of the vice-principal’s work of rule of law in Hainan Secondary vocational school is obtained.Thirdly,it summarizes the main problems existing in the process of running the work of vice-principals of rule of law in secondary vocational schools in Hainan province and analyzes the root causes of the problems.The investigation shows that there are some problems in the work of vice-principals of rule of law in Secondary vocational schools in Hainan province,such as the lack of standardization in the management of vice-principals of rule of law by the government,the lack of systematization in the organization of vice-principals of rule of law by schools,and the lack of exertion of the principal functions of vice-principals of rule of law.The main reasons are that the government special system is not well designed,the school organization system is not fully constructed and the sense of duty of vice-principals is weak.Finally,the paper puts forward some suggestions on how to improve the operation mechanism of the law-governed vice-principals of the secondary vocational schools in Hainan province.The leap from theory to practice of the work of vice-principals under the rule of law needs to rely on a sound operating mechanism,therefore,the operating mechanism of the work of vice-principals under the rule of law is the most important content of the work of vice-principals under the rule of law,it is also the most important content to promote the effectiveness of the work of vice-principals under the rule of law.This study suggests that,the basic thoughts of perfecting the working mechanism of vice-principals of rule of law in secondary vocational schools in Hainan province should be carried out from three aspects:strengthening the leading role of the government,optimizing the organizational function of schools,and consolidating the principal status of vice-principals of rule of law.To sum up,this study comprehensively uses scientific research methods,through exploring the realistic predicament of the working mechanism of the vice-principal of the rule of law in the secondary vocational schools in Hainan province,and analyzes the root of the problem,and put forward a more reasonable optimization strategy.The purpose of this paper is to open up new ideas for the work of vice-principals of rule of law in Secondary vocational schools in Hainan province,and to provide reference for the practice of the work of vice-principals of rule of law in Secondary vocational schools.
