Equipped With Part-time Legal Vice President Of Policy Implementation Effect Of Primary And Secondary Schools In Chuxiong Prefecture

It is Chinese characteristics to equip primary and middle schools with vice president in charge of law education,which is an effective meature to advance the work of law education. Initiated first in Guang Dong Privince and then issued in writing by CCPSC(Central Committee of Public Security Commission),the practice of assigning vice president in charge of law education in the primary and middle schools becomes a popular public policy over the whole country to strengthen the law education on juveniles. In2010,Chuxiong prefecture formulated the local implimenting suggestions and began to carry out the program of assigning vice president in charge of law education in the primary and middle schools. Based on the excution of public policy and the theory of public policy,the theis tries to assess the implimentation of assigning vice president in charge of law education in Chuxiong Prefecture. Literature research,questionaire, interviews are employed to analyse the implimentation of assigning vice president in charge of law education in primary and middle schools in Chuxiong. By analysing the results of the investigation, the author believes that some favorable effects have been achieved in Chuxiong Precture. Firs,the mechanism of managing system led by CCPSC and administrative department of education begins to take shape; second, the law education in schools has been carried out in an orderly manner; third, the professional advantages of law president has fully demonstrated; fourth, the law presidents are satisfied with thier job. However, there exists many problems as well. The first is the major part of the policy executors. Problems for the law presidents in primary and middle schools include the insufficient supports and guarantees from the CCPSC,administrative department of education and political-legal organs, some school administrators’neglect of assigning vice law president, the narrow choice of employing the vice law president, insufficient time and energy to carry out relevant task,and monotonous work forms. The second is imperfection of the mechanism. Problems include lack of training system, imperfect assessment and evaluation mechanism and short of special funds. The third is lack of policy advocacy. Accordingly, the author puts forward suggestions of perfecting legal system equipped with part-time vice president of policy implementation in primary and secondary school in Chuxiong, suggest increase investment security efforts, school leadership from the Party committee and government to strengthen the support and cooperation, strengthen the study and improve the employed personnel should be improved and perfected in four aspects of their own quality, strengthen the policy advocacy to expand the vice principal legal influence, provides the reference for the the quality of the decision-making departments, to improve policy formulation and implementation, further promoting the legal system equipped with part-time vice president of policy implementation.
