At present, the13093national secondary vocational schools,22.05million students, thesize is close to a peak. Focus on education in secondary vocational schools is to the developmentof the scale of transfer in order to improve the teaching quality. But secondary vocational schools"double type" teachers’ shortage,"double type"teachers is not perfect and so on, seriouslyhindered the improvement of teaching quality.This article through to secondary vocational school "double type" teachers at home andabroad present situation investigation, based on the questionnaire survey, consulting, on-the-spotinvestigation, combined with the experience of the author for many years as a secondaryvocational school principal and experience, analysis of the main reasons are: The government tothe enterprise, the school management mechanism ossifies, policy mechanism is missing, causetraining school funding shortage, enterprises do not fit, lack of autonomy and participation inschool management, teachers’ enthusiasm low dull.The above solutions can use the westernscientific management mechanism, learning the successful schools especially private school andflexible management mechanism, creatively constructing government policy guaranteemechanism; production education integration training mechanism; public secondary vocationalschool by the innovation mechanism; government, enterprises, schools, three linked incentivemechanism of secondary vocational school, aims to create a strong practice, theory is rich,reasonable structure, a sufficient number of school can meet the needs of professionaldevelopment of "double type" teachers to provide the decision reference.
