Research On The Construction Of Local Talent Team In F County Under The Background Of Rural Revitalization

Talent revitalization is the key to Rural Revitalization.The proposal of the Rural Revitalization strategy has created new historical opportunities for the construction of local talent teams.The stronger the construction of local talent teams,the greater the role they play in promoting Rural Revitalization.How to build a local talent team that is rooted,adaptable,and promotes local Rural Revitalization is an urgent problem that needs to be solved in rural talent revitalization.Under the background of Rural Revitalization,this research takes F County as a case,and on the basis of domestic and foreign literature research,uses the Xi Jinping’s important exposition on talents,human capital theory,talent incentive theory,new public management theory,and adopts the literature research method,interview method,questionnaire survey method,and multiple regression analysis method to investigate and study the construction of rural talent team in F County.It finds that the policies,funds,talent management A series of measures have been taken in talent cultivation and incentive,promoting the continuous emergence of various local talents in F County,achieving significant results such as an increase in the total number of talents and an improvement in their quality.However,there are still exist urgent problems in the construction of local talent teams in F County on the whole.Through on-site investigation and interviews with 16 personnel related to the local talent team,as well as a questionnaire survey of 300 local talents,combined with the results of the interview and questionnaire survey,it was found that F County has prominent problems such as low comprehensive quality of local talents,inadequate policy implementation,lack of rigorous talent selection,lack of professional training,and unscientific talent incentives.The reasons for these problems are low government attention and poor basic environment Lack of local talent training and incentive mechanisms.Through in-depth analysis of the problems and causes of the construction of local talent teams in F County,the following countermeasures are proposed:(1)Clarifying the ideas for the construction of local talent teams in F County under the background of Rural Revitalization;(2)Government attention,policy and financial support;(3)Reasonable use of local talent special funds;(4)Standardize the standards and methods for selecting local talents;(5)Improve the local talent information database;(6)Improve the training mechanism for specialized local talents;(7)Establish a scientific incentive mechanism for local talents,etc.This study takes the construction of local talent teams in F County as a case study,providing insights for the construction of local talent teams and promoting Rural Revitalization.
