"Who to cultivate, how to train people, and for whom is the fundamental question of education." As an ideological and political course in the compulsory education stage, the cultivation of core qualities in junior high school is related to the implementation of the fundamental task of cultivating morality and cultivating people.Core literacy points out the direction of "who to cultivate",and "how to cultivate people" must be implemented in the specific teaching practice of the majority of front-line teachers to achieve the teaching goals of each classroom section. As the starting point and foothold of teaching activities, the effective achievement of classroom teaching objectives is of great practical significance for cultivating students’ core literacy and cultivating qualified talents for the development of socialism with Chinese characteristics. This paper first defines the relevant concepts such as classroom teaching objectives, explains the relationship between educational objectives, curriculum objectives and classroom teaching objectives, and clarifies that the achievement of classroom teaching objectives is the premise and foundation for achieving curriculum objectives. On this basis, the theoretical basis for the achievement of classroom teaching goals is discussed, and the significance of achieving the classroom teaching goals of Morality and the Rule of Law in junior high school is revealed: it is conducive to the development of students’ core literacy, the improvement of teachers’ professional qualities and the cultivation of new talents of the times, and ensures the effectiveness of classroom teaching. The results of classroom observation and teacher interview analysis show that the achievement of the current classroom teaching goal of Morality and the Rule of Law in junior high school has achieved certain results in designing goals based on core literacy concepts, implementing student-centered teaching, and conducting positive teaching evaluation for students. However, there are still certain problems: first, the target design is not accurate enough, such as the wrong target subject, ambiguous behavioral verbs and unspecific target statements;Second, the implementation of goals needs to be deepened, such as "pseudo-achievement","unachieved" and improper handling of generative goals in classroom teaching goals;Third, the objective evaluation method is simple, such as focusing too much on outcome evaluation and a single evaluation subject. The reasons for the existence of the problem were analyzed. How can the core literacy-oriented junior high school Morality and the Rule of Law classroom teaching objectives be effectively achieved in teaching? This paper takes the teaching implementation of the eighth grade book "Respect for Others" as an example.First of all, teachers should have a clear idea of whether students have achieved the language, behavior, attitude and other performance of classroom teaching goals before teaching,so on the basis of course standards, teaching materials and learning situation analysis, set the core literacy-oriented classroom teaching goal of "Respect for Others" and a formative evaluation plan throughout all aspects of teaching.Secondly,in the classroom teaching of "Respect for Others",the situational teaching method and case teaching method are used to organize student activities in combination with the teaching content,so as to give full play to the main role of students in the classroom. Finally, according to the set formative evaluation plan, the completion of students’ classroom performance, practical homework and paperand-pencil homework is qualitatively analyzed and quantitatively evaluated, and whether and how well the classroom teaching goal of "Respect for Others" is achieved in teaching. Finally, based on the implementation of the classroom teaching objectives of Morality and the Rule of Law in junior high schools, this paper puts forward the improvement measures for the achievement of classroom teaching goals from the following three aspects: first, set scientific and accurate classroom teaching goals;Second, promote the in-depth implementation of classroom teaching;Third, ensure the effectiveness of teaching evaluation,in order to have certain reference significance for the classroom teaching of Morality and the Rule of Law in junior high school.
