Problems And Countermeasures In The Implementation Of Employment Promotion Policy For Unemployed College Students In Zhaoqing City

In order to solve the employment problem of unemployed students who have left school,the state and local governments have issued a series of employment promotion policies,but the implementation of these policies is not yet satisfactory.Strengthening the optimization of employment promotion policies has the value of the times.After introducing the basic concepts and theoretical foundations,this article uses literature research methods,survey research methods,comprehensive analysis methods,etc.,taking Zhaoqing as an example to analyze the current situation of Zhaoqing City’s promotion of employment promotion policies for unemployed students who leave colleges and universities,and sort out existing Problem,analyze the cause,and propose countermeasures.This article analyzes Zhaoqing’s policies concerning the employment of college graduates and the policies concerning the employment of unemployed students who have left colleges and universities.The implementation status of employment promotion policies for employed students.Based on the analysis of the current situation,problems such as insufficient understanding and application of employment promotion policies for school-leaving unemployed students,inadequate implementation of the school-leaving unemployed student promotion policy by the implementing agencies,and lack of policy environment in the implementation of the school-leaving unemployed promotion policy are found.The main reason lies in the inadequacy of individual students’ concept of active employment,insufficient human and financial investment in policy implementation,and the mismatch between policy formulation and implementation mechanisms and other factors.Based on the analysis of the causes and theoretical foundations,the countermeasures to solve the problem are proposed: First,the unemployed students who have left school do not have a high degree of understanding of employment promotion policies,and the unemployed students who have left school do not apply adequate employment promotion policies,such as school-leavers who are not employed.Insufficient understanding and application of employment promotion policies by students,based on the lack of subjective awareness of unemployed students from school and the constraints of objective factors in employment promotion policies for unemployed students who have left school,guided by Smith’s process model,Starting from the perspective of unemployed students who have left school,strengthen their understanding and application of employment promotion policies.Second,the implementation of generalization of vocational training policies,equalization of implementation of job-seeking subsidy policies,internship training and formalization of implementation of subsidy policies and other implementation agencies’ inadequate implementation of the promotion policies for unemployed students,based on the lack of professional quality of the executors and implementation publicity Insufficient efforts and poor implementation of supervision and management and other reasons,guided by Smith’s process model,Horn and Mitte system model and other theories,starting from the perspective of the executive agency,promote its implementation of the employment promotion policy for unemployed students leaving school.Third,in view of the lack of policy environment in the implementation of the policy environment for the implementation of the school-leaving non-employment promotion policy,which is based on the employment promotion policy for the school-leaving non-employed students Due to its own limitations and the lack of pertinence of the employment promotion policy for unemployed students who have left school,it is guided by Smith’s process model,Horn and Mitte system model,and Rennes and Rabinowitz’s cycle theory model.Starting from an environmental perspective,we will strengthen and optimize the policy environment for the implementation of the employment promotion policy for unemployed students who have left school.
