| In August 2020,the General Administration of Sport of China and the Ministry of Education jointly issued the Opinions on Deepening the Integration of Sports and Education and Promoting the Healthy Development of Adolescents(hereinafter referred to as the Integration of Sports and Education),and the concept of "integration of sports and education" was officially born.This paper is based on the policy tool classification theory of Rothwell and Zegveld,Construct the analysis framework from dimension X-basic policy tools,dimension Y-the target elements of deepening the integration of sports and education,and dimension Z-policy implementation subject as the entry point,Taking the text content of The Integration of Sports and Education as the starting point,Using the content analysis method,mathematical statistics method and other methods to analyze the text content of China’s physical education integration policy,After three-dimensional analysis,it believes that:(1)the strategic measures of the application of environmental policy tools in the integration of sports and education depend on the provinces and cities to formulate and improve the relevant lower policies according to the actual situation,To provide a sound policy environment for ensuring the implementation of the integration of sports and education.(2)In the Integration of Sports and Education,the direct driving role of supply-oriented policy tools in terms of human and material resources has been shown in government functions and school physical education work,but at the same time,financial resources,taxation,venue investment,and integration of human resources within the system still need the strong intervention of the state to be implemented.(3)The demand-based external ecological environment of the integration in the Integration of Sports and Education is gradually improving,but the overall proportion is low,and the driving force is not significant.(4)All kinds of policies of The Integration of Sports and Education will continue to play a role for a long time.At the present stage,how to coordinate the participation of each policy implementer according to the different proportions of the three policy tools in the Integration of Sports and Education is the main goal for the subsequent improvement of the efficiency of "integrated design and integration promotion".Suggestions:(1)The most important thing for deepening the integration of sports and education is the implementation of policies,therefore,the role of strategic policy tools in the integration of sports and education should be fully played,and a policy system from top to bottom and in line with local facts should be constructed and improved as soon as possible.(2)While increasing financial and material resources support,it is also necessary for the direct and strong intervention of the state to break the interest pattern under the original administrative framework,so as to avoid facing the problems left over in the period of the combination of sports and education again.(3)The deepening of The Integration of Sports and Education requires not only the cooperation of different functional departments,but also the coordination of different functional departments between different subjects,so as to create a good external development environment for the integration of sports and education and avoid the emergence of contradictions between the government and the society in the implementation of the Integration of Sports and Education.(4)The diversified interest needs of various interest subjects should be taken into account,and three different types of policy tools should be reasonably applied among various subjects to realize a win-win situation of various subjects in the implementation process of the Integration of Sports and Education. |
