Research On The Promotion Effect Of Human Capital On The Upgrading Of Industrial Structure

General Secretary Xi Jinping pointed out in the report of the 19 th National Congress that China’s economy and society have transformed from a stage of high-speed growth to a stage of high-quality development.Some scholars have pointed out that the improvement of the industrial structure is the best embodiment of the country’s economic and social development.Therefore,to achieve steady economic growth,efforts must be made to realize the transformation and upgrading of the industrial structure.At present,my country’s economic structure is gradually shifting to the service industry,and the rise of human capital in various regions has become an important force in promoting the transformation and upgrading of the industrial structure.All localities have gradually realized the strong driving force of talents for local development,and have introduced policies for the introduction of high-quality talents.However,whether the upgrading of human capital contributes to the effective improvement of the industrial structure in various places,and what is the mechanism of action,the answers to these questions will help us to have a clearer understanding of the role of human capital in the upgrading of the industrial structure.Further formulate development strategies suitable for my country’s human capital.On this basis,this thesis explores the promotion effect of human capital on the upgrading of industrial structure from the perspective of combining theory and practice.First,by sorting out the relevant theories of human capital and industrial structure upgrading,it systematically expounds the mechanism of human capital’s effect on industrial structure.Secondly,it summarizes the current situation of human capital and industrial structure in our country,trying to find the changing trend and changing law of human capital.Finally,in order to explore the impact of different aspects of human capital on the upgrading of industrial structure,relevant data from2011 to 2019 are selected,human capital is divided into human capital stock and human capital structure,and industrial structure is divided into advanced industrial structure and industrial structure.Structure rationalization in two aspects.Only when human capital can not only promote the rationalization of the industrial structure,but also promote the upgrading of the industrial structure,can it be shown that human capital can promote the upgrading of the industrial structure.The analysis results show that,at the national level,human capital stock and advanced human capital significantly promote the development of industrial structure;primary and secondary human capital inhibit the upgrading of industrial structure.Sub-regional analysis found that human capital stock has a significant promoting effect on the upgrading of industrial structure in the eastern and central regions,but it has a significant inhibitory effect on the western region;primary and medium human capital inhibits the development of the eastern,central and western regions;high human capital promotes the east,central and western regions.development of the region.By industry analysis,human capital stock promotes the development of the tertiary industry and inhibits the development of the primary and secondary industries;primary human capital promotes the development of the primary industry and inhibits the development of the secondary and tertiary industries;medium human capital promotes the development of the primary and secondary industries and inhibits the development of the secondary and tertiary industries.The development of the tertiary industry;high human capital promotes the development of the secondary and tertiary industries and inhibits the development of the primary industry.According to the above analysis results,this thesis puts forward feasible suggestions in four aspects:education,investment,scientific research investment,and talent flow mechanism.
