| Vocational education occupies an important position in China’s education system.And,secondary vocational education,which is responsible for training technical talents,plays a key role in vocational education.It is clearly proposed to vigorously develop vocational education and enhance the attractiveness of vocational education in the "National Medium and Long-term Education Reform and Development Plan(2010-2020)".Due to historical reasons and people’s prejudice against vocational education,secondary vocational education has always been regarded as a supplement to ordinary high school education and has been ignored for a long time.However,in recent years,with the change of national strategy,secondary vocational education has gradually been paid more attention.The government has gradually realized that the development of vocational education has a positive effect on alleviating manufacturing labor shortages and promoting employment,thereby promoting economic development,improving people’s livelihood,and promoting the healthy and upward development of secondary vocational education.To develop secondary vocational education,build a modern secondary vocational education system,cultivate technical talents,and meet the needs of the economy and society for high-quality laborers requires the joint efforts of the government,secondary vocational schools,social organizations and enterprises.Because the main body of secondary vocational education in China is mainly the state,the main research object of this paper is public secondary vocational schools.Firstly,the funding of secondary vocational education in the whole country,in Tianjin,and in Tianjin XX secondary vocational school is analyzed.Then,I found our country’s problems of secondary vocational education,and the causes of these problems are discussed.The funding systems of foreign secondary vocational education are studied.Finally,suggestions to solve these problems are given based on literature summary,data analysis,and comparative analysis of different funding systems.In this work,the research on the sources of funding for secondary vocational schools is not limited to the analysis of direct domestic financial investment.The advantages of foreign countries are also studied,such as the modern apprenticeship system in the United Kingdom,the dual system in Germany and the Obama plan in the United States.Based on the above analysis,following suggestions are given.On one hand,from the financial perspective,indirect investment of social funds should be encouraged to construct a diversified funding system.On the other hand,a performance evaluation system that monitors the entire process before,during and after the event should be established to increase the using efficiency of financial funds. |
