With preschool education three years the implementation of the action plan,the development of preschool education overall is good,but the existing problems,such as imbalance of regional development,education resource utilization lowly,teachers strength weakly,we still shouldn’t ignore.To solve the existing problems,we need to make a scientific and detailed empirical analysis for the preschool education running efficiency situation,and find out the real factors that influence efficiency in running schools,then put forward the suggestions that meet the demand of development of preschool education.This study used literature method,questionnaire method to explore the index evaluation system,and using data envelopment analysis method based on slack variable considering model(SBM)to evaluate the preschool education running efficiency.Firstly,from the macroscopic point of view,selecting the 2010-2014 panel data of 31 provinces in China,analysised the pre-school education running efficiency and changing trend of the different provinces and the eastern,central and west three areas.Secondly,from the micro perspective,selecting city kindergarten leaders as population,then carried through questionnaire survey.Regarding kindergarten as a decision making unit,evaluated the kindergarten running efficiency,and used Tobit model to explore the influence factors of preschool education running efficiency.Finally,combining the analysis,evaluated the effectiveness of preschool education running efficiency and put forward concrete and feasible solutions.The results showed that from 2010 to 2014 China’s preschool education running efficiency was good,and presented the overall growth trend.Preschool educationrunning efficiency was significant difference between different provinces.Between the eastern,central and western regions of preschool education running efficiency showed a trend of gradually narrowing.Among them,the east showed the overall growth trend,and the central and western regions showed the overall growth trends of fluctuations.China’s 31 provinces were mainly in the senior title of professional teachers and bachelor degree or above several aspects in redundancy,and every thousands of children of the number of full-time teachers,every thousands of children of the number of nurse existed out put deficiencies.The whole running efficiency of 53 city kindergartens was good.Between different types and different grades kindergartens running efficiency were obvious.Street or village kindergardens was generally higher than private kindergartens and education department of kindergartens.Kindergarten level was higher,therunning efficiency was relatively low.Based on provincial and international analysis,this study proposed suggestions,such as,a balanced regional harmonious development,reasonable allocating preschool education resources and strengthening the construction of teaching staff,aiming at improving the running efficiency of preschool education in China.
