Research On The Modernization Of Grassroots Sports Social Organization Governance In The New Development Stage

The “Fourteenth Five-Year Plan” for Sports Development,the “National Fitness Plan(2021-2025)” and other relevant documents emphasize the importance of sports social organizations in the construction of a powerful sports country in the future.Grass-root sports social organizations,an important part of sports social organizations,are important carriers to promote the high-quality development of China’s sports cause and promote the construction of a strong sports country and a healthy China.At the new stage of development,grass-roots sports social organizations shoulder more important historical missions and social responsibilities.How to steadily realize the modernization of the governance system and capacity of grass-roots sports social organizations in the new stage of development has become a new issue for the high-quality development of grassroots sports social organizations.Therefore,exploring the proper logic and realization path of the governance modernization of grassroots sports social organizations in the new development stage is conducive to promoting the healthy and sustainable development of mass sports and meeting the basic physical fitness needs of the people.This study is based on the public management discipline,combined with the research paradigms of sports and management,uses comparative analysis,literature review,relevant case studies and other research methods,introduces the theoretical basis of meta-governance and collaborative governance,and conducts a systematic research on the governance modernization of grass-roots sports social organizations with logic of “what” and “how to do”.This study summarizes the governance experience by combing the historical evolution of the governance practice of grass-roots sports social organizations in modern China,mainly including: the transformation of the governance subject from“unitary” to “multiple”;The governance direction has changed from “one-way” to“interactive”;The ownership of governance has changed from “centralization” to“decentralization”;The mode of governance has changed from “rule by man” to“rule by law”;The concept of governance has changed from “traditional” to“modern”.On this basis,it further puts forward the logic of the modernization of the governance of grass-roots sports social organizations in the new development stage:grasp the system in the transformation of the governance subject to pluralism;Reflect synergy in the transformation from governance dimension to interaction;Demonstrate rationality in the transformation of governance ownership to decentralization;Highlight innovation in the transformation of governance concept to modern;Highlight comprehensiveness in the transformation of governance mode to the rule of law.In order to deeply understand the current situation of the governance of grass-roots sports social organizations,the “Dancing Fenghua”square dance troupe in Wenjiang District,Chengdu,the “Fitness” riot troupe in Guanyun County,Jiangsu Province,and the flower boat dance activity site in Nanxing Village,Jiangsu Province were investigated on the spot.The study found that the following dilemmas must be solved to promote the governance modernization of grass-roots sports social organizations: the governance subject has not yet played a collaborative role;The level of legalization is low;Administrative dependence still exists;The degree of refinement is insufficient.In the light of the logic of promoting the governance modernization of grassroots sports social organizations,the following suggestions are further put forward: form a party-led co-governance,and promote the collaborative governance of grassroots sports social organizations;Improve the supervision mechanism and promote the refined governance of grassroots sports social organizations;Improve policies and regulations,and promote the rule of law governance of grass-roots sports social organizations;Pay attention to cultural guidance and promote the flexible governance of grassroots sports social organizations;We will deepen the empowerment of science and technology and promote the digital governance of grassroots sports social organizations.
