Research On The Influence Of Scientific And Technological Innovation Ability Of Universities In Three Northeast Provinces On Regional Economic Growth

With the integration of science and technology and economy,a national innovation system with the government,enterprises,research institutes and universities as the main body has been formed in our country.As an important subsystem of national innovation system,the regional innovation system is very important to promote the sustainable and healthy development of the local economy.In 2006,the Outline of the National Program for Medium and Long-term Scientific and Technological Development(2006-2020)proposed to give full play to the important role of universities in the regional innovation system and strengthen the support of scientific and technological innovation of universities for regional economic and social development.Although existing studies have confirmed that the scientific and technological innovation ability of universities can promote economic growth,there are few comparative studies on the impact of scientific and technological innovation ability of universities on regional economic growth.Based on the core viewpoints of technological innovation theory,new growth theory and growth pole theory,this paper sets up the influence path of scientific and technological innovation ability of universities on regional economic growth.This paper analyzes the scientific and technological innovation of universities in Northeast China and the actual situation of regional economy.The evaluation index system of scientific and technological innovation ability of universities in three Northeast provinces is constructed and the entropy method is used to assign weight to each evaluation index.Complete the sub-item and comprehensive evaluation of the scientific and technological innovation ability of universities in the three Northeast provinces.On the basis of C-D production function,OLS regression and Ridge regression were adopted in different provinces to explore the influence degree of scientific and technological innovation ability of universities in Northeast provinces on regional economic growth.The regression results show that each 1% increase in the scientific and technological innovation ability of universities in Liaoning Province can bring 1.01% positive impact on the GDP of Liaoning Province;Every 1% increase in the scientific and technological innovation ability of universities in Heilongjiang Province can bring 0.64% positive impact on the GDP of Heilongjiang Province;Every 1% increase in the scientific and technological innovation ability of universities in Jilin Province can bring 1.52% positive impact on the GDP of Jilin Province.Based on the in-depth analysis of the actual situation of scientific and technological innovation capability of universities in the three Northeast provinces,capability evaluation results and its impact on regional economic growth differences,this paper concludes that the regional economic growth of the three provinces in Northeast China has slowed down and the advantages of traditional industries no longer exist,that the scientific and technological innovation ability of the three provinces in Northeast China has its own characteristics but significant differences within the region,and that the rank of scientific and technological innovation ability of the three provinces in Northeast China does not match its influence on regional economic growth.In view of the above problems,this paper proposes to optimize the allocation mechanism of scientific research funds in universities to improve the precise management level of scientific research funds;Deepening the reform of scientific research personnel management mechanism in colleges and universities to stimulate the endogenous vitality of scientific research in colleges and universities;Establish a model of industry-university-research cooperation that is market-oriented,demand-oriented and serves the local economy;Explore the incentive policies for the transformation of scientific and technological achievements in colleges and universities to improve the transformation rate of scientific and technological achievements in colleges and universities;Establish regional university science and technology innovation alliance to promote the collaborative development of university science and technology innovation.It is hoped that by optimizing the scientific and technological innovation ability of universities in the three provinces of Northeast China,the collaborative cooperation of various scientific and technological innovation led by universities can promote the improvement of scientific and technological innovation level in Northeast China,so as to stimulate the economic vitality of Northeast China and support the economic and social development of Northeast China.
