The essence of economic resilience is the ability of an economic system to withstand shocks and innovate development paths in the face of shocks.Since the1990 s,especially after China’s accession to the WTO,the process of trade and investment has been accelerating,and these have directly or indirectly accelerated the process of economic globalisation,and global regional economic integration has become mainstream.Against this background,and in the face of economic crises,natural disasters and cyclical recessions,enhancing the resilience of our regional economy is the key to resisting external shocks and preventing and resolving risks.This paper takes 194 prefecture-level cities in China from 2011-2019 as the research sample,constructs a regional economic resilience evaluation index system in four dimensions: resistance,recovery,adaptive capacity and innovation capacity,and measures regional economic resilience using the improved entropy-weighted TOPSIS method.First,this paper examines the time-evolving characteristics of regional economic resilience from three perspectives: overall,regional and sub-dimensions.Secondly,this paper uses the Dagum Gini coefficient to study spatial differences in regional economic resilience.Finally,this paper uses a panel Tobit regression model to investigate the factors influencing regional economic resilience,and distinguishes between city size and city location to test for heterogeneity.There are some perorations in paper:(1)The annual average value of regional economic resilience in China’s prefecture-level cities has been increasing year on year,while the coefficient of variation has been decreasing year on year.In terms of city size,the categories to which medium and small cities belong in terms of economic resilience are dominated by low resilience and lower resilience,while large cities are dominated by high resilience,higher resilience and lower resilience;In terms of urban location,the economic resilience of the Eastern region is higher than that of the Central region,and the economic resilience of the Central region is higher than that of the Western region.(2)Of the four sub-dimensions of regional economic resilience,resistance,recovery,adaptive capacity and innovation have generally increased year on year,with recovery growing the fastest and the rest being resistance,innovation and adaptive capacity in that order.(3)After analysing the spatial differences in regional economic resilience,it is found that the total regional gap,the intra-regional gap and the inter-regional gap(East-Central,East-West and Central-West)in the spatial distribution of China’s regional economic resilience all show a decreasing trend,with different factors dominating the spatial gap in different periods,of which the inter-regional gap was the main factor in 2011-2013 and the intra-regional gap was the main factor in 2014-2019.(4)The level of financial development,industrial agglomeration,greening and environmental protection,infrastructure,openness to the outside world and human capital have a significant positive impact on economic resilience,the level of fiscal expenditure has a significant negative impact on economic resilience,urban stability does not have a significant impact on economic resilience,and there is significant scale heterogeneity and location heterogeneity in the level of impact on regional economic resilience.Based on the above findings,this paper makes the following policy recommendations to enhance the regional economic resilience of prefecture-level cities:(1)Promote financial development and accelerate the digitalisation of finance.(2)Enhance industrial clustering and promote the building of an integrated industrial layout.(3)Improve the infrastructure and build a modern service system.(4)Different options to optimise the structure of fiscal expenditure are developed for the size of the city.(5)To raise the level of regional innovation and to improve the policy on the introduction of talents.
