| In recent years,the Party and the state have attached great importance to the construction of professional ethics and conduct in universities,and have issued multiple policies such as the "Opinions on Establishing and Improving a Long term Mechanism for the Construction of Professional Ethics and Conduct in Universities" to strengthen the construction of professional ethics and conduct,and cultivate a high-quality teaching team.It is particularly important to choose effective policy tools in order to achieve the expected goals of the policy of building teacher ethics and conduct in universities.At present,there are few studies based on policy tool theory to analyze the construction policies of teacher ethics and professional conduct in universities.In view of this,this study summarizes and summarizes the evolution process of policies for the construction of teacher ethics and professional conduct in Chinese universities since the establishment of the People’s Republic of China 70 years ago.Based on the theory of policy tools,it conducts a textual analysis of policies for the construction of teacher ethics and professional conduct at the national and university levels,analyzing the basic characteristics and problems of policies for the construction of teacher ethics and professional conduct in Chinese universities,in order to contribute to the reform and optimization of policies for the construction of teacher ethics and professional conduct in Chinese universities in the future.Historical review reveals that since the establishment of the People’s Republic of China,the policies for the construction of teacher ethics and conduct in Chinese universities have gone through four stages of development: paying attention to the ideological and political literacy of teachers in the early stages of the establishment of the People’s Republic of China,paying attention to the professional ethics literacy of teachers after the reform and opening up,paying attention to the academic ethics literacy of teachers since 1999,and emphasizing the professional ethics literacy of teachers since 2012.At the same time,based on the two-dimensional analysis framework of policy tool X dimension and policy content element Y dimension,it can be found that the national level teacher ethics and professional ethics construction policy has shown characteristics of value orientation shifting from "national standard" to "teacher standard",decision-making logic gradually moving from management to governance,increasingly clear content elements of teacher ethics and professional ethics construction content,and the selection of policy tools from single to multiple;The policy of building teacher ethics and professional ethics at the university level presents characteristics such as the choice of policy tools that adhere to the combination of constraints and incentives,and the content elements that reflect the increasingly clear path of building teacher ethics and professional ethics.However,at the national level,there are also issues with the selection of policy tools that need to be further optimized,as well as insufficient matching between policy tools and policy content in the construction of teacher ethics and conduct;There are problems in the policy of building teacher ethics and conduct at the university level,such as insufficient use of systematic transformation tools and capacity building tools,overly detailed policy content,and further improvement in the matching between policy content and policy tools.Institutional ethics is the value rationality and moral pursuit that should be upheld in the policy of building teacher ethics and conduct in Chinese universities.Based on this,this study takes institutional ethics as the theoretical basis,and at the same time,in response to the existing problems in the construction policies of university teacher ethics and professional conduct in China,explores the optimization principles and specific paths of university teacher ethics and professional conduct construction policies:university teacher ethics and professional conduct construction policies should adhere to the principles of fairness,development,and human nature.Under the guidance of the above principles,in the future,we should further optimize the top-level design of teacher ethics and professional ethics construction policies,enhance the execution ability of teacher ethics and professional ethics construction policies,and strengthen the evaluation of the implementation effect of teacher ethics and professional ethics construction policies. |
