The construction policy of faculty is crucial to improve the quality of faculty and ensure and improve the quality of higher education.Since 1949,a series of relevant policies have been issued at the national level.These policies have played an important role in promoting the construction of the faculty,and thus promoting China from a country with weak higher education to a country with large higher education scale.In the future,higher education will enter an era of high-quality development.Which policy elements or instruments are more conducive to promoting team construction? How should policies be optimized? All of these require systematic and in-depth research and reflection on previous policies,In order to better promote the construction of faculty in the new era,and ensure the development of higher education in China with higher quality.This study takes 322 policies related released at the national level since the founding of the People’s Republic of China as samples and divides the policies into four historical stages.According to the theory of policy analysis and policy tools,this paper systematically analyzes the historical development and changing characteristics of China’s construction policy of faculty from the three dimensions of policy authorities,policy elements and policy instruments by using text analysis.The study found that since 1949,the composition of policy authorities,policy elements and the structure of policy instruments have undergone tremendous changes.The policy authorities has changed from "individual governance" to "multi-participation",the structure of policy elements has changed from scale orientation to c Connotative development,and the structure of policy instruments has changed from "unbalanced and changeable" to "diverse and stable".However,there are also problems in the policy,such as policy cooperation needs to be improved,the structure of policy elements cannot fully adapt to the situation,and the structure of policy instruments is not reasonable.For this reason,this study believes that in the future,authorities needs to continue to optimize and innovate the policies for the construction of university faculty.In terms of policy authorities,we need to standardize the nature of policies and improve policy cooperation.In terms of policy elements,we need to optimize policy elements and stimulate policy effectiveness.In terms of policy instruments,we need to strengthen the top-level design and improve the instrument structure.In this way,we can better promote the construction of faculty in the new era.
