| At present,the country has entered a new stage of pursuing high-quality development and Chinese-style modernization development,which is in urgent need of professional and technical talents.The integration of industry and education is a powerful measure to solve this problem and realize the combination of talent supply and demand and promote an innovative country.However,the biggest problems facing the integration of industry and education are the lack of educational resources and the weak support of talents for industrial transformation,which seriously affect the development potential of the city.In this case,the state supports and builds the integration of industry and education at a strategic level.Yibin complies with the law of development,comprehensively promotes the integration of industry and education from the aspects of planning layout,operation mechanism and service guarantee,and has issued the Implementation Plan for Deepening the reform of Integration of Industry and Education and Building a National Demonstration City of Integration of Industry and Education with High Quality.It promotes the organic combination and effective docking of talents,education,science and technology,enterprises,innovation and industry,promotes and promotes the deep integration of industry and education in Yibin,and eventually becomes the pilot zone for the integration of learning,teaching,research,industry and city(the only one in the province).In 2021,Yibin will become one of the first batch of national pilot cities for the integration of industry and education,as well as the only city and state in Southwest China.Therefore,based on the researchability of the integration of industry and education in Yibin city,this paper aims to obtain the experience and enlightenment of the integration of industry and education in urban construction through the study of the integration of industry and education in Yibin city.In this paper,Yibin City is selected as the research object.Based on the basic idea of "case description-case analysis-case revelation",through literature research,case analysis,investigation and interview and other research methods,the paper expounds the effectiveness of the government’s approach to the integrated development of education,education,industry and city in Yibin,including the aggregation of science and education resources,the further enhancement of collaborative innovation,and the promotion of regional economic development.The strategic background of the integration of industry and education in Yibin City and the key elements of policy implementation are further analyzed.Then,based on the triple Helix theory,the new public service theory and the optimal allocation of resources theory,the planning layout,government guidance and service guarantee of Yibin City were analyzed from the perspective of the government.In other words,the strategic layout should be improved from the perspective of the government,and the development pattern and path of the integration of industry and education should be reasonably planned.The government should give full play to its leading and coordinating role in the integration of industry and education.The government should actively guide the complementation of schools and enterprises,lead the mutual flow of resources,and coordinate the coordination of production and education.The government should change its functions and ensure the supply and training of talents by formulating perfect and effective policies and efficient and convenient service system.In summary,the paper summarizes the excellent experiences worth learning in the process of the integration of education,research,industry and city in Yibin,including scientific planning and layout,laying a solid foundation for the development of the integration of industry and education,giving full play to the coordinating role of the government,and promoting the deep integration of industry and education.Formulate and perfect the policy system to realize the sound development of the integration of industry and education. |
