Research On Social Work Intervention In Community Care Services For Disabled Elderly People In Rural Areas Under The "five-society Linkage" Mode

Since entering the "14th Five-Year Plan" period,China has entered the ranks of moderately aging countries from mild aging countries.Compared with developed countries,China enters the aging stage late,fast and deep,and the increase of the elderly population is accompanied by the increase of the proportion of disabled and semi-disabled population.In this context,the disabled elderly care service has gradually become a concern of all sectors of society.In 2021,the 14 th Five-Year Plan for National Economic and Social Development of the People’s Republic of China and the Outline of the 2035 Vision Goals stressed that it is necessary to improve the community home care service network,promote the aging transformation of public facilities,promote the extension of professional institutions’ services to the community,and integrate and use stock resources to develop community embedded care for the elderly.From the policy text,it can be seen that the community care service for disabled elderly is an important content of the elderly care service in China.In 2021,the Opinions of the CPC Central Committee and The State Council on Strengthening the Modernization of the Grass-roots Governance System and Governance Capacity clearly pointed out that it is necessary to "improve the participation of social forces in grass-roots governance incentive policies,and innovate the linkage mechanism between communities and social organizations,social workers,social volunteers,and social charity resources." This means that the "five social linkage" model has become a new model and a new choice for social forces to participate in grassroots social governance,and also provides a new action framework for social work to intervene in community care services for rural disabled elderly.This paper takes C village of Dongguan City as the research object,based on social support theory and community care theory,and uses research methods such as questionnaire survey,interview and community observation to understand the current situation of care for disabled elderly people in C village of Dongguan City.Service needs were analyzed from five aspects,including life care needs,medical care needs,mental health needs,social participation needs,and barrier-free environment needs.On this basis,the "five-social linkage" model was taken as the action framework for social work intervention,and the professional advantages of social work were utilized to explore ways for social work to intervene in community care of rural disabled elderly under the "five-social linkage" model.To realize the effective operation and sustainable development of community care services for disabled elderly people in rural areas.
