Study On The Selection Of Policy Tools For Ice And Snow Sports

Policy tools are important means and methods for the government to achieve the policy goals of ice and snow sports,and the use and selection of policy tools are related to the realization of ice and snow sports policy goals and the solution of policy problems,and its importance in the implementation of ice and snow sports policy is increasingly important.In order to study the current situation,value orientation,influencing factors and how to select ice and snow sports policy tools in China,this study uses literature,content analysis,mathematical statistics,rooted theory research,policy analysis and expert interviews to investigate the current situation,value orientation,influencing factors and how to select and apply ice and snow sports policy tools in China by combining policy tool selection theory and ice and snow sports policy practice,influencing factors,and how to select and apply them.Through the research steps of ice and snow sports policy text collection,analysis perspective selection,influence factor analysis,and policy tool selection preference table construction,the study found that:(1)at this stage,the selection of ice and snow sports policy tools in China presents a mixed policy tool as the dominant(45%),mandatory policy tools as the second(39%),and less use of voluntary policy tools(16%)The value orientation and the overall status quo.(2)Ice and snow sports policy objectives have a guiding role in the selection of ice and snow sports policy tools,and there is a relationship between ice and snow sports policy objectives and policy tools.(3)The strengths and weaknesses of the policy tools themselves and their scope of application are important factors affecting the achievement of the policy goals of snow and ice sports.The effectiveness,efficiency,fairness,controllability,legality and other characteristics of the policy tools will have an impact on the choice of ice and snow sports policy tools.(4)The context in which ice and snow sports policy tools are implemented affects the choice of ice and snow sports policy tools.In some realities of ice and snow sports development,the choice of policy tools is not substantially related to the policy problems that need to be solved;they are often closely related to the context.(5)the choice of policy tools is often a summary of the experience of previous policy tool selection,the stability of the use of snow and ice sports policy tools is influenced by the previous snow and ice sports policy tool selection,the past experience of snow and ice sports policy tool selection directly affects the choice of snow and ice sports policy tools in the present.(6)Non-institutional factors such as ideology,ethical norms,traditional values,customs and traditions also bring some influence on the choice of snow and ice sports policy tools.(7)Starting from the policy goal factors and policy tool factors that influence the choice of policy tools,and combining with the actual experience of existing ice and snow sports policy tool selection,a preference table for ice and snow sports policy tool selection can be constructed.By applying the basic principles of policy tool selection and combining the actual experience of ice and snow sports policy tool selection as well as the real situation,the policy recommendations of ice and snow sports policy tool selection are proposed,in order to provide some reference and reference for the subsequent ice and snow sports policy tool selection.
