| The phenomenon of excessive learning burden on primary and secondary school students in the basic education stage has always been a hot topic of widespread concern.The problem of excessive student burden in the basic education stage affects the comprehensive development of students,and thus affects the future of the country.It is urgent to carry out basic education burden reduction.The burden on students in the basic education stage has different manifestations at different times.Although the education department has conducted multiple rounds of education burden reduction before,it has not fundamentally solved the problem of excessive burden on students in the basic education stage.Therefore,in order to effectively solve the problem of excessive burden on students in the new era of compulsory education,the country has launched a new round of education burden reduction actions,and on this basis,proposed the "double reduction" policy.In the above context,the functional departments of the X region government have taken the initiative to continuously adjust relevant policies and formulate relevant plans,striving to reduce the burden on students,and launching two major supply products: delayed classes and holiday custody services.However,in the implementation process of the series of measures and plans,there has been a dilemma of "reverse burden reduction",that is,the more the burden is reduced,the heavier the "strange phenomenon",which is manifested in insufficient effective supply and a mismatch between supply and demand.Through interviews and literature review,this article found that under the "double reduction" policy,basic education in X region has problems such as insufficient supply,inefficient supply,large regional differences,and imbalanced distribution.The household sector exhibits characteristics of pursuing high-quality resources,diversified demand,and lack of understanding or even resistance to the "double reduction" policy.Due to the close application models and supply factors between new supplyism,supply-side structural reform,and basic education services,combined with the actual burden reduction of basic education in X region,a supply-side triangular model of basic education is proposed,with three supply factors:resource factors,service factors,and ecological factors,as well as three tasks:resource investment and allocation,service upgrading,and ecological optimization as the main body,to analyze the reasons for the burden reduction dilemma,In terms of resource elements,educational resources are insufficient and unevenly distributed;In terms of service elements,there is a lack of personalized measures targeting students,and there is a structural contradiction between market basic education resources and public basic education;In terms of ecological factors,there are problems with social environmental cognition due to the pressure of continuous education.Focusing on source investment and allocation,service upgrading,and ecological optimization,it is proposed to increase the supply of educational resources in terms of resource elements while emphasizing fairness in distribution to solve the problem of insufficient effective supply;In terms of service elements,we will promote the upgrading of education services and the diversification of supply and demand in order to correct the mismatch between supply and demand of basic education.By improving the social status of vocational education and constructing a scientific and reasonable education evaluation system to optimize the ecological environment,we aim to solve the problem of "reverse burden reduction" in X region under the "double reduction" policy. |
