| In recent years,in order to reverse the development trend of low fertility in China,the country has successively introduced a series of supporting systems related to fertility policies,especially in the field of infant and child care services,making key plans and arrangements,including advocating strong support for the development of Generally Beneficial Childcare Service,encouraging multiple entities to participate in the supply of care services,and broadening the supply channels of Generally Beneficial Childcare Service.However,the implementation effect of the system is not significant enough to meet the needs of the general public for childcare services.Therefore,by studying and solving the problems existing in the supply side of Generally Beneficial Childcare Service,with a view to improving the supply level of Generally Beneficial Childcare Service in China,meeting the childcare needs of the broad masses of the people,dispelling people’s reproductive concerns,and addressing issues such as "not afraid to have children" and "unable to afford to have children",it is beneficial to boost China’s fertility level,thereby promoting the expected effects of fertility policies.This article takes the inclusive sharing theory and collaborative governance theory as research perspectives,selects C City as the research site,and comprehensively understands the development of Generally Beneficial Childcare Service from the supply side and the demand side.On the demand side,it focuses on the analysis of childcare willingness,childcare service demand preferences,and parental satisfaction.On the supply side,it mainly conducts a detailed analysis of the policies and measures,quantity and scale,content supply,and operation status of childcare institutions for Generally Beneficial Childcare Services,fully exploring the structural difficulties faced in the supply process of Generally Beneficial Childcare Services.This article generally divides these dilemmas into four categories,namely,resource dilemmas,subject dilemmas,service dilemmas,and model dilemmas.The resource dilemma is mainly reflected in the shortage of funds,talent supply and policy supply lag;The main body dilemma includes insufficient effective participation of multiple subjects and insufficient integration of multiple subjects;Service dilemma refers to the mismatch between the supply and demand structure of services,which is manifested in the serious shortage of total service supply,uneven quality of service supply,mismatch between service content and demand,and higher service prices than market expectations;The model dilemma focuses on the insufficient effectiveness of the "1+N" childcare service model,which is reflected in the obstruction of resource sinking communities and the lack of demonstration and leadership roles.This article further analyzes the root causes of the dilemma in the provision of Generally Beneficial Childcare Services,including insufficient inclination of public and social resources,inadequate governance mechanisms for cross agency cooperation,lack of demand oriented supply mechanisms,and insufficient promotion and implementation of supply models.This article draws on the experience of Generally Beneficial Childcare Service supply in Japan and South Korea,combines the essence of collaborative governance theory,and based on theoretical and practical investigations,proposes a breakthrough path for the plight of Generally Beneficial Childcare Service supply,actively exploring new mechanisms for Generally Beneficial Childcare Service supply.By constructing a collaborative supply path for Generally Beneficial Childcare Services,it is precisely possible to effectively break through the barriers of traditional supply models,effectively improve service supply efficiency,and optimize the supply effect.This path has multiple advantages,including achieving integration and sharing of resource advantages,meeting differentiated demand for childcare services,breaking the fragmented status quo of service supply,correcting the failure of single entity service supply,and effectively improving service supply and demand adaptation capabilities.In order to enhance the implementability of collaborative supply of Generally Beneficial Childcare Services,this article proposes specific promotion strategies.First,deepen the concept of collaborative supply of Generally Beneficial Childcare Services,mobilize the enthusiasm of various entities to participate widely,and subtly guide multiple entities to consciously participate in the provision of Generally Beneficial Childcare Services.The second is to enhance the driving force of multi agent collaborative supply through measures such as consolidating multi agent responsibilities,improving collaborative supply capacity,and strengthening interest induction and coordination.Third,establish an operational mechanism for collaborative supply to ensure the efficient operation of collaborative supply of inclusive care services.Fourth,improve the external guarantee for collaborative supply,create a good external macro environment for collaborative supply of services,and reduce external obstacles that multiple entities may encounter.The fifth is to focus on grasping the service demand,build a collaborative supply mechanism based on the service demand,meet the requirements of dynamic changes in demand,and achieve accurate docking between supply and demand.Through these specific strategies,promote the collaborative supply of inclusive care services,provide an effective path to address the supply side dilemma of inclusive care services,and enhance the supply capacity of inclusive care services.In essence,Generally Beneficial Childcare Services belong to the category of Social Welfare.By promoting the development of the theory and practice of Generally Beneficial Childcare Services,it is conducive to improving people’s well-being and promoting the improvement and enrichment of China’s social welfare theoretical system. |
