Dilemma And Solutions Of Childcare Services From The Perspective Of Collaborative Governance

In April 2018,Shanghai issued the "Guidance on Promoting and Strengthening the Work of Child Care Services for Children Under 3 Years Old" and other related documents,so that the development of 0-3 years old care institutions has become law-abiding.There is a law to follow.Under this new standard,free welfare childcare institutions,non-profit childcare institutions and for-profit childcare institutions are booming,but "non-compliant" private childcare institutions still occupy the most part market for nursery.The nursery market is still in an embarrassing state of short supply.In order to ensure the smooth implementation of the childcare policy and alleviate the contradiction between supply and demand in the field of childcare,this study regards this non-compliance group as the main research object,and conducts investigations on policy-related subjects through interviews and other qualitative research methods.From the perspective of self-report and other perspectives,this paper explores the development dilemma of private institutions,and concludes that it faces nine major difficulties from its own,government,media,parents,communities,kindergartens,early education institutions,street office and women’s federations.In view of the dilemma,on the one hand,the author introduces the development model of the government’s practical project nursery school through case study,and analyzes the development of the model by using the theory of collaborative governance,and then integrates the government,community and private childcare institutions into the scope of multi-subjects.It provides a long-term feasibility reference for the development path of private care institutions.On the other hand,following the ideas of priority,empowerment,and system guarantee,the author puts forward some suggestions for the sustainable development of private childcare institutions and the entire childcare service system.This research has collected sufficient first-hand information,and it has certain innovation from the perspective of private care institutions.It can not only make up for some blanks in the field of nursery service,but also provide a certain reference value for the solution of contradiction between supply and demand in China.This research is conducive to the further implementation of the "comprehensive two-child" policy,and is also conducive to alleviating the pressure of aging in China.While reducing the burden on families,it can also better stimulate the working potential of dual-employee families,promote gender equality,and improve the overall society.The level of productivity will promote the healthy and sustainable development of China’s economy and society and lay a solid foundation for building a modern economic,political and cultural power.
