In recent years, with the slogan of "building a world power in science and technology and cultivating high-quality innovative talents",China’s science education and training system is being gradually improved, and the state has clearly stipulated that the science curriculum is a comprehensive basic course of compulsory education to promote the improvement of the quality of science for all.Facing the future and cultivating people with basic scientific literacy is a major task of education. In recent years,China has paid increasing attention to the cultivation of creative thinking and hands-on practical skills of elementary school students, and promoted the broad enhancement of the scientific literacy level of young people.Based on this, this study develops a science literacy assessment tool for the fifth grade of elementary school based on the relevant requirements and guidance of the elementary school science curriculum standards, drawing on internationally renowned science literacy assessment programs, with the aim of grasping the current level of development of students’ science literacy and the current status of the quality of elementary school science education at the basic education level.Taking elementary school students’ science literacy as the starting point, this paper analyzes the current situation of science literacy research at home and abroad as well as the measurement dimensions of international mainstream measurement items in order to clarify the research content, methods, and significance, etc. After that,a science literacy assessment tool for the fifth grade of elementary school was developed based on the guidance of the concept of elementary school science curriculum standards. The assessment subjects were two schools from the Chengdu Creative Science Experimental Zone, and the quality of the assessment tool and the assessment results were analyzed and studied using a combination of the Rasch model and SPSS data analysis methods. The correlation coefficients of the questions are consistent with the fit indexes, and the overall level of students’ science literacy can be measured, which indicates that the assessment tool for 5th grade students’ science literacy is scientific and reliable.Based on the above research objectives and results, this study proposes three perspectives and research directions for science education in China’s basic education stage from constructing a scientific and reasonable diversified assessment tool, using the Rasch model for result presentation and quality analysis, and strengthening the evaluation feedback research of the science literacy assessment tool,in order to attract more social forces to pay attention to and invest in basic education and provide strong support for China’s scientific and technological talents with strong support.
