Scientific literacy is the central concept of contemporary science education,our country's elementary school science education standards has been introduced,and it will have positive role in promoting the primary school science education in our country.The Evaluation scheme will not only promote students' scientific literacy in China,but also be able to provide China with a set of evaluating scientific literacy standards,fill a blank on Chinese science evaluation,which designed for the new science education standards for elementary school.First of all,the research takes the analysis of local primary school science curriculum standard and foreign authoritative evaluation of the evaluation system.And then,built a complete scientific literacy based on ECD model evaluation system.After that,we find some grade six students in Nanjing as the evaluation object to finish the preliminary experiment and evaluation.After complete evaluation experiment,the research use IRT to make sure of the scientific and effectiveness.And in the framework of IRT,the project sample statistic is independent of the participants.The independence of the IRT item response theory characteristics ensure that the evaluation result is scientific.Through the use of the two parameter logistic model of item response theory analysis shows that the result of the choice questions,of the subject project degree of differentiation and appropriate difficulty,can test the distinguished ability well,these subjects also has good project information function,contain more abundant project information.This research uses the linear regression method to study the subject ability and the relationship between the scores.Results show that the question can differentiate between the ability of the tester,subject design more reasonable.However,there are a few topic design problems,which cannot be tested the ability of the purpose and test linear relationship.Overall,this study is based on the design method of ECD model,in the framework of foreign authoritative evaluation project TIMSS.The NAEP give us a reference,and it helps us combining with the new primary school science curriculum standards.The analysis of IRT item response theory proved that it can test students' scientific literacy well.The results of this study provide a valuable reference for our localization testing solutions research.
