Social development puts forward new requirements for talent cultivation,and also brings new challenges for educational research.Countries and major international organizations all over the world have redefined the goal of talent cultivation and put forward the concept of core literacy.It has become a consensus to implement this educational goal through specific subject teaching.Scientific literacy is an important part of core literacy.How to design evaluation framework and test questions to evaluate the development level of students' scientific literacy and realize the transformation of academic evaluation from evaluating students' scientific knowledge and skills to evaluating scientific literacy is an important problem to be solved urgently,It is also the key to whether the development of scientific literacy can be implemented through science teaching.Based on scientific disciplines,this study makes an in-depth analysis of three internationally recognized and influential science academic assessment programs to understand the design concept of the International Science Literacy Assessment Program.At the same time,the author interprets the Primary Science Curriculum Standards,and understands the changes and development trend of the standards of science education in primary schools in China.Based on the results of the analysis,a scientific literacy assessment program for primary school students was designed and developed,and measured and collected data across the country.Rasch model and SPSS were used for data analysis to verify the feasibility,scientificity and rationality of the evaluation scheme,and to explore the influencing factors.The results show that: The overall index of the evaluation scheme is good,and the quality of each test question is good;The overall scientific literacy level of the students reached the middle level,and the differences among individuals were obvious;.
