Educational equity is an important basis for social equity.Against the background of the significant improvement in the overall level of compulsory education in China,there still exists the real problem of unbalanced development of compulsory education in urban and rural areas,and there are still various contradictions and complex problems between the growing educational and cultural needs of the people and the inadequate and unbalanced allocation of educational resources.As an important element of compulsory education and an educational resource,how to allocate and make full use of primary school physical education resources in a balanced way is an important issue that needs to be studied and solved between urban and rural areas and schools.The thesis takes the physical education resources of urban and rural primary schools in Jingmen City as the research object,based on the "starting point-process-result" equity of the principle of educational equity and the "input-process-output" theoretical model of educational resource allocation evaluation.On the basis of this,the research designs three types of questionnaires,including experts,administrators,parents and students,to investigate the current situation of the allocation of sports resources in urban and rural primary schools in Jingmen City.On the basis of this study,an attempt was made to eliminate the urban-rural and inter-school differences in the allocation of physical education resources in urban and rural primary schools,and to propose corresponding optimisation strategies in order to provide theoretical reference and practical guidance for the solution of the inequitable allocation of physical education resources in urban and rural primary schools in Jingmen.The results of the study show that:(1)there are differences in the level of economic development between urban and rural primary schools in Jingmen,the proportion of education funding is uneven,and the resource allocation decisions and implementation efforts of school sports managers are not entirely consistent.(2)Because rural areas do not have access to quality sports resources due to differences in economic levels,the "input" of sports resources to urban and rural primary schools in Jingmen is higher than that of urban primary schools,except for the indicator of outdoor activity area per pupil in rural primary schools,which is higher than that of urban primary schools.Urban primary schools are better than their rural counterparts.(3)In terms of the "process" of PE resource allocation,rural primary schools are higher than urban primary schools in only one indicator,the time spent on extra-curricular physical activities,and both urban and rural schools have missed or suspended PE lessons.(4)In terms of the "output" of physical education resources,rural primary schools outperformed urban primary schools in terms of the rate of attainment of physical education tests,while the rest of the indicators lagged behind urban primary schools.Based on the problem orientation and research,the following optimisation strategies are proposed:(1)Attract funding to broaden funding channels and promote regional sharing of sports funds between urban and rural areas.(2)Closing the gap between the treatment of teachers in urban and rural areas to attract quality human resources back to rural areas.(3)Enhance the hardware foundation of sports facilities and optimise the functions of sports management software.(4)Secure time for students’ sports activities and enrich the content of students’ sports courses.(5)Root the culture of rural characteristics and create school-based boutique activities.(6)Strengthen accountability for the implementation of exchange policies and refine safeguards for rotating teachers.(7)Strengthen feedback on the implementation of the process and improve the effectiveness of PE work.
