| The problem of "3:30" after class is a social phenomenon in which students are facing difficulties in taking care of care after school at 3:30 in primary schools,which leads to problems such as chaos in out-of-school training institutions and lagging in after-school services.Government departments have formulated a series of afterschool service policies to alleviate conflicts,but there are still many problems in the policy implementation process.Investigation and analysis of the implementation of after-school service policies in primary schools provides new ideas for the promotion of school afterschool service activities.This research uses the analysis model of stakeholder theory to study the current situation of the implementation of the primary school after-school service policy by combing the relevant literature and understanding the after-school service and related policies.The research and analysis framework is divided into three parts: the first is the rational level,that is,the analysis of who are the stakeholders of the after-school service policy and their interest appeals,etc.;the second is the procedural level,which analyzes the relationship between stakeholders and organizations and between each other.The impact of the interaction;third,at the transaction level,put forward strategic suggestions and establish the optimal cooperation model between the organization and stakeholders.By using the methods of questionnaire,interview and observation,this paper investigates the implementation of primary school afterschool service policy in X city,focusing on the reality of policy implementation,the effect of policy implementation and the interest demands of stakeholders.In the process of the research,we use spss26.0 software to process the survey data and analyze the interview content.We find that there are seven major problems in the implementation of the current after-school service policy.Driven by the different demands and expectations of the stakeholders to safeguard their own interests,there are contradictions in the implementation.At the same time,the communication block between the stakeholders is more serious.In order to balance the diverse demands of stakeholders and build a harmonious interest relationship,the following countermeasures are proposed.One is to combine reality and expand the supply of education;the other is to strengthen communication and build a multilateral interactive communication mechanism.By coordinating the interests of all stakeholders to coordinate conflicts,improve the relevant strategies of after-school services in our country. |
