Young people are the future of the country and bear the burden of realizing the Chinese dream of the great rejuvenation of the Chinese nation.Primary school is a critical period for the healthy development and formation of young people’s physical and mental health,and the training of this stage is of great significance to the future development of students.As an important way to promote the development of youth sports,school sports is of great significance to form a complete training system of sports talents,promote the healthy development of students’ body and mind,and cultivate all-round and multi-level sports talents with morality,intelligence,physique,beauty and labor.To this end,the state has constantly issued relevant policy documents on reducing students’ academic burden and enriching extracurricular activities for students in compulsory education.Among them,Opinions on Comprehensively Strengthening and Improving School Physical Education in the New Era issued by the General Office of the CPC Central Committee and The General Office of the State Council point out that physical education teaching and training in schools should be strengthened to teach students scientific exercise and physical health knowledge.Gradually improve the school physical education teaching model of "health knowledge+ basic sports skills + special sports skills",in order to return education to its roots and promote its comprehensive and healthy development.Under the background of strong support from current national policies,most regions actively explore new ways for the development of school sports work according to local conditions.Sports associations,as an important second classroom of schools,are an important way and carrier for students to carry out sports activities.For the construction and development of school sports culture,It plays an important role in developing students’ physical education quality and improving their sports skills.Based on the theory of collaborative governance,this paper makes full use of the mechanism of "the whole is greater than the sum of the parts",and uses literature,expert interviews,questionnaires,mathematical statistics and other research methods to analyze and study the development predicament and relief strategies of primary school sports associations in Jinan City.Under the guidance of "Opinions on Comprehensively Strengthening and Improving School Physical Education in the New Era","Opinions on Further Reducing the burden of homework and Off-campus Training for Students in the stage of Compulsory Education","Opinions on Deepening the integration of Physical Education and Promoting the Healthy Development of Adolescents" and other documents,the investigation is carried out from the aspects of the organization and management of sports associations,the opening of projects,the participation of students and teachers,etc.The following conclusions are drawn:(1)The development of primary school sports associations in Jinan is in the stage of steady improvement and is gradually on the right track,but it still needs further standardization and improvement,and there is a lack of linkage mechanism between government,social forces and schools.(2)The main difficulties of Jinan primary school sports association activities are:the management mechanism and evaluation system are not perfect and standardized,the lack of process evaluation and assessment,and the implementation of the national policy on participation in sports association activities is not in place;Lack of funds and site equipment;There are differences in the degree of fit between the club teacher guidance project and the project that teachers themselves are good at,so the teaching effect needs to be further improved.(3)The main reasons for these problems are that the education authorities pay less attention to the degree and the evaluation is not in place;School management is not standard;Lack of social and family support;Lack of synergy between participants.(4)The relief strategies for the development of primary school sports associations in Jinan include: government-led communication platform,assessment mechanism of primary school sports associations,and improvement of youth sports events;Social multi-party cooperation to provide material support,build Jinan "High ginseng small" plan,promote the coordinated development of off-campus training institutions,sports schools and schools;The school strengthens the standardized construction of sports associations,creates sports programs with school characteristics,improves the professional development of teachers,changes the concept of parents,and realizes home-school co-education. |
