Currently,educational equality has caused widespread public concern in China,especially in the field of elementary education.To the government,the educational policy is the main means of regulating contradictions and solving problems;in other words,a great deal of educational inequality can be corrected through educational policy.Based on the textual analysis of domestic elementary educational policy since the 16 th national congress of the Communist Party of China,this paper interprets the backgrounds,contents and achievements of relevant policy,as well as sorts out their characteristics and drawbacks,and eventually provides recommendations on the reforming orientation of domestic elementary educational policy.This paper is divided into five parts:The first part is an introduction,which presents the research backgrounds,research significance,concept definition and the usage of research methods.The second part combines public opinions and actual situations,analyzes the backgrounds of domestic elementary educational policy.The third part explains the contents and achievements of domestic elementary educational policy.On the basis of the theory of justice from John Rawls,the writer classifies the relevant policy since the 16 th national congress of the Communist Party of China,and then conducts a comprehensive illustration on the aspects of basic educational right's assurance,compensatory education's improvements and the development of personality and capability education.The fourth part analyzes the characteristics and drawbacks of domestic elementary educational policy.The characteristics include the preference of educational undeveloped regions,the support of educational vulnerable groups and the progress of educational supervision and inspection;the drawbacks involve the imperfect educational policy design,the unequal educational resources allocation and the incomplete implementation of educational policy.The fifth part predicts the reforming orientation of domestic elementary educational policy,and provides several recommendations,which include the establishment of educational legislative system,the improvement of educational funding system,the optimization of educational investment structure and attach importance to multi-cultural education.
